TRAINING OF TRAINERS
Terms of Reference for Trainers to be trained in the use of the Alive LSIPT Toolkit
1. Background
It is recognized that the livestock sector in Sub-Saharan Africa has not received sufficient
attention from policy makers and investors as sector stakeholders have struggled to measure
and articulate its potential to reduce poverty and promote economic growth. Consequently a
Livestock Sector Investment and Policy Toolkit (LSIPT) has been designed to support SSA
countries to prepare poverty focused livestock sector analyses and subsequent
action/investment plans through the following process:
1. Preparing the case for investment in the sector: identify and collect a solid body of sector
data.
2. Driving sector advocacy through the development of data-based evidence: g solid analysis
which identifies the importance of the sector to the household and the economy as well as
opportunities for investment.
3. Financing and investing in the sector; developing evidence based investment plans: Making
the case for investment. This activity supports the CAADP process of supporting country-led
sector investment plans with the stakeholder-generated output/ recommendations targeted
at such audiences such as the Ministry of Finance, Ministry of Plan, International Agencies,
Donors, Private sector.
The development of the toolkit is part of the ALive platform. ALive is the partnership for
Livestock Development, Poverty Alleviation and Sustainable Growth in Africa (www.Aliveonline.org). It is currently only accessible with a password. LSIPT is a global public good which
will be openly accessible, with the software platform managed by CIRAD. The framework is
based on a set of interlinked spreadsheet models, projecting, among others, the contribution of
the livestock to the Gross Domestic Product (GDP), the contribution of the sector to income and
food security to rural households according to poverty levels and potential for growth, and
strengths and weaknesses in the policy and institutional environment.
After being tested by the World Bank and CIRAD in Mali and in Zambia, the roll-out of the LSIPT
in Africa necessitate qualified technical practitioners who understand the toolkit and are able to
undertake training of potential users/audience who could include: (a) technical staff/livestock
practitioners with a background in animal production and health, economics, natural resources,
gender to gather the data and generate the analysis; (b) stakeholders to use this information for
advocacy purposes for promoting the potential of livestock for poverty reduction and economic
growth; and (c) planners and decision makers to use the results in resource allocation and
investment decisions.
2.
Training Objectives
The objective of this training of trainers is to train a critical mass of trainers to support teams
launching national studies in countries that have expressed their interest in implementing a full
analysis of their Livestock sector with the support of experienced trainers. There will be two
ToT’s one in French (2014) and one in English (may-june 2013).
3.Number of participants and conditions of application
A total of 24 experts (12 Anglophone and 12 Francophone) are expected to be identified with an
intention to form 12 pairs of experts composed of:
 One Economist or agricultural economist with a proved experience in livestock
development
 One Animal Scientist or Veterinary Scientist (with degree and experience in animal
husbandry and science)
The ALIVE training associated with a grant (for 11 selected candidates) is open to independent
consultants and others, with a priority on consultants who will be then available to undertake
training in Africa and elsewhere (about 4 months / year). Proof of this status is required (see
application form).
Staff from international organizations or research organizations (universities, etc) will be
allowed to submit their candidature only if accompanying by a letter from their institution
certifying their future availability for working as a trainer. Training could last up to 4 month
duration / year and participation in the training would have to be financed by their
institutions (travel expenses).

Experts profile
4.1. Qualifications and academic background
This training is targeted at highly experienced experts with who have the capacity/availability to
support national teams in their sector analysis by using the toolkit. The consultancies (national
studies) are expected to start in 2013. Specific qualification and expertise required is as follows;
Trainer A –Animal Scientist or veterinary scientist (with credits in animal science): A graduate
from a reputable learning institution with a relevant degree at least at MSc level is mandatory.
Trainer B – Economist or Agricultural Economist with an experience in livestock development: A
graduate from a reputable learning institution with a relevant degree at least at MSc level is
mandatory.
4.2. Other skills requirements
All trainers
Computer fluency
Excellent command of some software’s in particular MS Excel is a prerequisite
Trainer A –Animal Scientist
Good command of some geographical & statistical tools and analysis methods will be an
advantage (GIS, Stat package)
Trainer B – Economist with an experience in livestock development

Good command of some statistical tools and statistical analysis methods is a prerequisite (Stat
package; SPPS, STATA etc.)
Professional skills
Good analytical skills: experience of literature reviews, desk studies will be an advantage.
Capacity to drive long lasting studies
Management and training/teaching skills
Capacity to monitor and evaluate a multi-stakeholder group
Capacity to guide and support a multidisciplinary team
Background in teaching groups of professionals
Reporting and communication skills:
Capable of summarizing results in short synthesis and present results in large & multistakeholders audiences.
Language
Fluency in English, and / or Fluency in (if as native language shall be indicated in the CV
submitted)
4.3 Working Experience
General for both positions:
Proven international working experience in several developing countries, including countries in
Sub-Saharan Africa. A working experience with development agencies will be an advantage.
Animal Scientist or Vet / Animal Science
5 years experience in livestock research or Livestock development projects / investments
projects focussing in animal husbandry (nutrition & feeding, genetics, health..), in a diversity of
livestock farming systems (extensive / intensive, specialized / diversified, small holders/
corporate, etc) and with good knowledge and understanding of herd dynamics, reproduction,
and herd management technical parameters and socio economic parameters
Economist
With a 5 years experience in analyzing value chains, household economy, national accounting
with some application to livestock sector (sector-related development / investments projects).
