Intervention in the Workshop on REDD, 22 August 2008
Ad-Hoc Working Group on Long-term Cooperative Action under the Convention
The climate Action Network would like to thank our host – the government and the people of
Ghana and the Chair for the opportunity to speak in this important workshop.
Distinguished Delegates:
CAN’s objective is to achieve a mechanism that reduces emissions from deforestation in
developing countries in developing countries at the national level. Deep emissions reductions
from fossil fuels as well as Reduction of emission from deforestation and degradation (REDD)
are needed to prevent dangerous climate change and to limit global temperature increases below
two degrees, compared to pre-industrial levels.
CAN joint our colleagues from the Accra Caucus on forest and climate change that
gathered here a great amount of forest communities, local and indigenous people to say that the
development and implementation of REDD mechanisms must be in full accordance with the UN
Declaration on the Rights of Indigenous Peoples, International Labor Organization Convention
169 and other relevant human rights instruments. The rights of local, traditional and indigenous
communities must be fully respected and benefits must reach the local level. Implementation of
REDD should not lead to displacement of Indigenous Peoples or local communities from their
territories and lands.
Can joins our colleagues committed to biodiversity conservation to say that REDD must
contribute to the conservation of forest biodiversity. Consequently, REDD should apply
exclusively to natural forests and it must also respect the Convention on Biological Diversity.
Climate Action Network believes that REDD must reduce emissions from both
deforestation and forest degradation. It must also include positive incentives for countries that
have low deforestation rates and large amounts of forest remaining, such as those of the Congo
Basin.
Significant and reliable streams of funding for REDD are required. This funding must be
additional to official development assistance (ODA), and tied to strong requirements for good
governance. Mr Chairman, REDD must be additional to deep domestic emissions reductions by
Annex I countries and must not create disincentives to the necessary transformation towards a
future low carbon economy. It is also important that REDD finance mechanisms avoid or
minimize international emissions displacement.
CAN urges the parties to take action on reaching an agreement on REDD Mr Chairman.
The success of an international agreement on climate change depends on successful
implementation of the Bali Action Plan, with national mitigation actions in developing countries
tied to financing from industrialized countries. Real action, by you, on the critical issue of REDD
can show that the spirit of Bali is alive and well.
