Submit JOB DESCRIPTION The Loudoun County Department of Mental Health, Substance Abuse and Developmental Services is seeking qualified applicants to manage the Outcomes and Evaluations Program of the Quality Assurance Branch of the Administrative Services Division. The position includes program development, management, and oversight in two major areas: 1) Research and Evaluation and 2) Outcomes Reporting. Primary responsibilities include research and development of project-specific data collection tools and procedures; identification of Department/Division needs regarding instruments for reporting to local, state, and national audiences; database management; data analysis; and outcomes reporting. The Outcomes and Evaluations Program Manager will be responsible for remaining current on best practices in research to inform program improvements, develop effective outcome measures, and design/conduct appropriate evaluations; tracking local, state, and national indicators to identify service delivery gaps and monitor trends; and implementing protocols to ensure quality assurance. The Program Manager will provide direction and oversight regarding evaluation, data collection activities, and reporting, as well as training and technical assistance to develop and support systems of care and evidence-based practice throughout the Department. The position requires a complete understanding of results-based accountability, as well as ongoing compliance with licensing regulations, and Departmental policies and procedures. Strong interpersonal skills and written language proficiency are critical to success in this position. JOB REQUIREMENTS Requires any combination of education and experience equivalent to a master’s degree from an accredited college or university in Psychology, Sociology, Anthropology, or other related social sciences field and two (2) years’ work experience in outcomes and evaluation, specifically conducting program evaluation and managing outcomes for community-based mental health programs. Supervisory experience required. Must possess strong theoretical and practical knowledge of results-based accountability. Extensive applied experience and proficiency with relevant statistical software, relational database systems, query and reporting tools (including SQL and Crystal) to access, analyze, and report data related to service and/or operations; excellent analytical abilities; knowledge in the following areas: mental health/intellectual disabilities/substance abuse in the public sector (including clinical, residential, day support, and administration), principles and practices of health care administration, crisis intervention, systems theory, multi-systems care coordination, budget, HIPAA, VA State licensure, and Medicaid. Additional required skills include: excellent command of the English language (oral and written); and a firm commitment to empowering the families of the clients served by the Department. SPECIAL REQUIREMENTS Ph.D. preferred. Must have a valid driver’s license in Virginia or regional state of residence.
