Main functions of job
The Network Operations Manager will be responsible to the Wholesale Services
Manager (Networks) for:
●
the efficient running of the Company’s distribution network consisting of 3,400km of
water mains. The role includes planning, coordination and management of
networks operations, in particular the repair of bursts and operational network
maintenance;
●
line management of the Network Operations team including Network Inspectors and
Control Room staff.
An important part of the job will include working closely with the Wholesale Services
Manager (Networks) to create the conditions that will enable the Department to
outperform its Outcome Delivery Incentives (ODLs). The Company has 21 ODIs, 10 of
which include a financial incentive. These include targets for bursts, interruptions,
leakage, and water quality.
The Network Operations Manager will also be one of the deputies for the Wholesale
Services Manager (Networks) in their absence.
In addition to these functions, the Network Operations Manager will be required to carry
out such other duties as may be reasonably required.
Section 3
Main duties
The main duties of the Network Operations Manager shall include:
● administration, management and budgetary control of all aspects of Network
Operations;
● responsibility for the overall management and development of the Network
Operations team which includes the Inspectors and the 24 hour Control Room;
● a shared responsibility for ensuring compliance and attainment of regulatory,
operational and financial targets and for achieving our Outcome Delivery Incentives
(ODIs) for Interruptions, Water Quality, and Bursts;
● monitoring and analysis of the Company’s performance against levels of service
standards and ODIs relating to the Networks Operations;
● planning, co-ordinating and supervising operations carried out on or otherwise
affecting the water supply network, including repair of bursts and operational
network maintenance;
● design and implementation of administration and control systems to support the
Networks Department;
● provision of network modelling advice to facilitate operational decisions and to assist
with developer enquiries;
● analysis and development of work processes and systems within Networks
Operations to ensure that they effectively and efficiently meet the objectives of the
business and wherever possible, integrate with the other work processes and
systems of the Wholesale Services Department and Company;
● assisting with preparation of the infrastructure and operational aspects of Regulatory
Reports and Annual Returns;
● participation in relevant Company and industry forums and research programmes,
including attendance at UKWIR workshops and preparation of data returns;
● assistance with developing and putting in place the systems and process that the
Wholesale Services Department will require for Retail Competition.
The Networks Operations Manager will have to liaise with customers – giving advice
and providing information on Network Operations.
The Networks Operations Manager will provide support to the other Networks
Managers, namely the Asset and Leakage Manager, the Water Resources and
Environmental Manager, and the Network Services Manager.
The Network Services Manager will be a member of the Company’s Incident
Management Team and will be part of an “out of hours” Network Managers cascade
rota to provide decision making support for standby staff.
The Network Operations Manager will ensure they are familiar with all aspects of the
role of the Wholesale Services Manager (Networks) so that they can deputise for them
in their absence.

Supervisory responsibilities / position in structure
The Network Operations Manager will be responsible for:
● the line management of 17 Network Inspectors (including Section Managers); and
● 4 Control Room Operatives.
The Network Operations Manager works alongside the Asset and Leakage Manager,
the Water Resources and Environmental Manager, and the Network Services Manager.
The Network Operations Manager reports to the Wholesale Services Manager
(Networks).

Working conditions:
The Network Operations Manager will be based at the Company’s head office in
Redhill, in a predominantly office based environment but occasionally working outside
in all weather conditions, requiring protective clothing. They will have regular contact
with customers, personnel from other organisations, and other Company staff.
