OPENING: This bulletin will be used to hire one, full-time (40 hrs/wk) Health Program Specialist 2 - Ebola
Readiness Specialist Project position in our Disease Prevention & Response Division – Healthcare Preparedness
Program. This project is currently funded through December 30, 2016. This registry may be used for any similar
Health Program Specialist 2 positions which may occur in the next 6 months.

MONTHLY SALARY RANGE: $3965.20 to $5060.74 per month. The range quoted is the full salary range for
this position not including longevity pay. Starting salary will generally be $3965.20.

POSITION DESCRIPTION: Leads the agency planning and work with partners across the public health and
healthcare systems in Spokane County and Region 9 to enhance their ability to be operationally ready to respond to
Ebola Virus Disease (EVD) and other highly pathogenic diseases. This project will build upon the well-established
system of all-hazards preparedness and response, integrating all products and processes developed in this project
work into existing frameworks to assure sustainability. Particular attention will be directed to the EMS system
partners, local healthcare/hospitals and partners of the Healthcare Coalition to work on uniformity of disease
screening processes with partners who serve as first access points for healthcare in more rural areas of the region.
Work will include uniformity of direct active monitoring across public health partners in the region, and the
integration of WA SECURES where appropriate. Major responsibilities include: develops, in partnership with DOH,
and administer a healthcare system gap analysis of Ebola and other pathogenic disease readiness; assists in the
interpretation and prioritization of the learnings from the gap analysis, including the identification of training gaps
and needs of the participating hospitals; streamlines and works towards adoption of uniform direct active monitoring
protocols and procedures across Region 9 LHJ partners to enhance mutual aid and regional support; collaborates on
expansion of WA SECURES for urgent and emergent risk communication to healthcare and LHJ partners; engages
Medical Program Directors and EMS transport leadership in the region to review, adjust and adopt patient care
protocols and EMS transport procedures to ensure optimal protection for personnel and care for patients as it relates
to emergent infectious conditions; determines, develops and implements strategies to engage with EMS/First
Responders, capitalizing on the momentum built by EVD response; completes assigned deliverables from the various
granting entities and submits progress reports according to grant requirements; and serves on the SRHD Emergency
Response Team as part of the Incident Command staff and as Emergency Support Function (ESF) 8 liaison.
MINIMUM QUALIFICATIONS: A Bachelor’s Degree in Public/Community Health, Health Policy and
Administration, Nursing, or a closely related field plus three years of directly related experience with at least one
year of related planning or project management experience is required. Master’s degree preferred with two years of
experience (one of which must be related to planning, health communication or project management). Educational
emphasis in epidemiology, infectious disease or community organizing preferred.

clinics and EMS transport settings.

 Represent the programs, operations, and functions of the Healthcare Coalition and the Spokane Regional
Health District to the public, community organizations, and other agencies.
 Ability to work independently and as part of a team.
ENVIRONMENTAL FACTORS: Indoors, sedentary with 6 hours/day sitting or standing and 4 hours/day typing at a
computer terminal. Communication skills to interact effectively with people. Ability to comprehend and process verbal
communication. Visual acuity to read small print. Ability to bend, twist, stoop and lift/carry up to 25 pounds on an
occasional basis. Ability to operate a vehicle or otherwise access multiple sites in a timely manner. The work
environment characteristics described above are representative of those an employee encounters while performing the
