• Flexible procurement rules for innovative solutions, ICT
procurement from SMEs
• Assign high-demand spectrum
• Implement rapid deployment guidelines
• Make government data more open
• Fibre optic broadband for schools, human settlements

• Internship programme at state IT departments
• Support for technology hubs
