SUPERVISOR’S TITLE: TEAM LEAD NETWORK INFRASTRUCTURE SUPPORT
II.
OVERALL PURPOSE:
The overall purpose highlights the major elements in the job and provides the reader an overview, explaining the purpose, tasks, and
responsibilities inherent in the job and the placement of the job within the organizational hierarchy.

III.
Under the direction of the Team Lead, Network Infrastructure Support, the WAN Specialist is responsible for the
efficient, reliable, and effective operation of the Ottawa Police Service wide area (WAN) and local area (LAN)
communications network including:
 The architecture, operation, and configuration of all communication network components and for all aspects of
network management:
 Capacity planning, performance monitoring, maintenance and continuous improvements to the network and the
VOIP network.
 Equipment that in the event of a failure or breakdown may cause loss of data communication or phone services to
some or all of the Ottawa Police Service.
 Developing and implementing procedures, standards, plans, and policies relating to data communications.
Implementing new data communication services as technology evolves.
 Recommending data communication technology in response to changing business needs, as well as providing
advice on network technology trends and issues.
MAJOR RESPONSIBILITIES:

Designs and implements wide area networks including firewalls, network servers, hubs, routers, workstations and
other peripheral devices.
Installs and configures telephony related network devices.
Operates and maintains wide area networks, tracks significant problems, monitors performance and performs upgrades
to hardware and software as required.
Communicates and consults with technology personnel and advisory groups to administer LAN/WAN Infrastructure.
Builds trust and develops effective working relationships between technology teams and stakeholders ensuring the
BIS programs are implemented in a manner consistent with OPS goals and objectives.
Leads testing and evaluation of new technologies for the LAN/WAN.
Ensure the availability and reliable operation of the OPS data communications network; monitor network
functionality, performance, reliability and bandwidth utilization.
Forecast and plan network expansion including supporting and managing:
 The designated enterprise network performance tool to monitor network node performance.
 The wireless modem monitoring software.
 Backup and store all network device configurations.
Support firewalls, routers, modems, wireless modems, concentrators, Ethernet switches, hubs, bridges, and other data
communications, LAN and WAN gear.
Provide technical assistance in designing, deploying and maintaining the OPS VOIP Telephony Voice
communications network.
In collaboration with the BIS Telecom Group, assist in the resolution and troubleshooting of end user issues with VoIP
traffic.
Monitor and identify capacity and performance issues for VOIP traffic to ensure continued, high quality, uninterrupted
operation of telephony systems.

MAJOR RESPONSIBILITIES (CONT’D):
Integrate VOIP Telephony systems with enterprise LANs, WANs and Wireless LANs and other Internet based
services & protocols.
Attends classes, seminars, conferences and reviews professional literature to enhance knowledge of trends and
developments related to wide and local area network systems.
Maintain current knowledge of industrial standards and best practices of major developments and trends in
information technology, especially in regards to Telecommunications, network technology, IP Telephony and its
associated network connections and component software and hardware.
Present stakeholders with recommendations regarding opportunities for gains in organizational effectiveness and
efficiency through renewal of OPS data/ voice communications technologies.
Manage special data/voice communication related projects as required.
Assist with problem resolution that may be related to data / voice communications.
Support external data/voice communications services such as leased data circuits.
Install, configure and repair data/voice communications equipment such as: firewalls, routers, bridges, servers,
switches wireless modems and hubs. Maintain a detailed map of the network; keep comprehensive documentation on
the layout and inventory of the data communications equipment.
Maintain documentation regarding network configurations, operating procedures and service records related to
network hardware and software.
Participate in long and short term technology planning.
Perform other related duties as required or directed.










IV.
STATEMENT OF REQUIRED QUALIFICATIONS:
Required qualifications are considered the essential minimum qualifications to carry out the duties and responsibilities of a position.
I. EDUCATION AND EXPERIENCE
Level of minimum academic or other formal training required which provides the basis for development of the skills and knowledge
needed in the position. Level of minimum experience required for the position, including the number of relevant years of experience.



Graduate from a four (4) year university degree in computer science or a related field.
Experience and formal training combined may substitute for stipulated education requirements
A minimum of three (3) years experience in progressively senior functions in supporting and managing
data/voice communication and VoIP networks including:
 Maintenance and installation of enterprise grade equipment Hardware configuration and implementation,
switches, and routers, and diagnostic software, network management, and software utilities.
 Assessing technology’ requirements and developing procedures for determining the configuration of
equipment and software.
II. LANGUAGE
Degree of skill needed, i.e. oral fluency, reading and writing ability in one or more languages.

English – fluency in oral, reading, and writing.
III. CERTIFICATION/LICENSES
Specify only training that is mandated / required to perform the position duties and which provides the basis for development of the
skills and knowledge needed in the position.

Cisco Routing and Switching certifications (CCNA, CCNP, CCIE) or equivalent.
V.
JOB KNOWLEDGE
Information concerning facts, theories, systems, practices, regulations and other subject matter relevant to the performance of the duties and
responsibilities of the position.


Working knowledge of:
 The Organization’s Mission, Vision and Values.
 Networking protocols, experience in routed network environments, experience with network management utilities
 Wide and local area network architecture.
 Network management, system management and configuration management.
 Windows, UNIX/Linux, and Cisco IOS and FortiOS operating systems.
 Encrypted VPN technology including IPSEC tunnelling.
 Ethernet, firewalls, routers, hubs, bridges, concentrators, CAT 5 wiring, data cable fire regulations, multiplexers,
PC’s, printers, disk and tape drives, RS232, AC electrical power, power outlets, uninterruptible power supplies,
TCP/IP and SNMP protocols.
 VOIP based telephone systems.
Understanding of the importance of client centered service.

IN-SERVICE TRAINING

VIII. EFFORT & WORKING CONDITIONS
Specify the physical & mental effort and working conditions under which job duties are performed, including nature, frequency, and duration.







Visual attention (PC Monitor) and operating a keyboard or operating test equipment for moderate periods of time is
often required.
Manual dexterity is required in making data cables and repairing equipment. Installation of cables and equipment
requires intense effort and work in difficult positions.
Travel between OPS sites connected to the wide area network is required.
Frequent requirement to work with heavy equipment, PCs, with exposure to dust and dirt.
Occasional work in unusual, awkward or hazardous locations such as in ceilings, under floors, under desks, in
basements, in buildings under construction, in boiler and mechanical rooms, with exposure to electrical components.
Working overtime is often required to accommodate when it is operationally feasible to install or repair equipment.
Occasionally highly demanding as this position is solely responsible for supporting equipment that, if it fails, can
cause loss of data communication or phone service in some or the entire entire OPS network.
