If you own a home
with a long water
service line, you may
be facing leaks and
deteriorated road
conditions
What is the District’s new program about?
Long private water service lines (called “spaghetti lines”)
pose problems for homeowners:
XX Frequent and costly leak repairs. Typically found in
older subdivisions, these pipes are often aging and prone
to breakage.
XX Costly private road repairs. These long pipes run under
private roads—so when breaks occur, the homeowner
must pay to repair and repave the private road.
XX Poor pavement conditions. From repeated breaks and
repairs on your private road.
The District’s new program may help you resolve these
problems before they reach a critical state and result in
debilitating repair costs.
How can this program help you?
Project results:

Our program can help homeowners avoid
costly repairs to their long private water
lines and private roads.
If you and all your neighbors choose to participate in the
program, the District may:
XX Install a new water main in your private road
XX Run new water service lines to each property located in
the private road (see illustration on back page of flyer).
The new main and service lines will reduce your leak
risk and make repairs more manageable.
XX Repave the entire private road.

PUBLIC RIGHT-OF-WAY—CITY MAINTAINED
If your neighborhood chooses
to participate in the program,
the benefits to you are many:
XX The majority of your service
line will be replaced.
XX The District will own and
maintain the water main.
XX The costs will be split
between neighbors,
reducing the burden on
a single homeowner.
XX You will be provided with a
new road surface.
Current division of maintenance responsibility in subdivisions
connected by private roads:

Repairing leaks often requires digging up and repaving road,
entire cost paid by homeowner
PRIVATE ROAD—HOMEOWNER MAINTAINED
The District’s new policy will assist these subdivisions with replacing
the long private water service lines with a District-owned water main,
reducing homeowner responsibility:

The anticipated costs will range
from between $130 to $140
bi-monthly.

Briefly, participants have the
following options to pay for
the costs:

XX A bi-monthly surcharge
assessed over 50 years.
XX Surcharge payments for
a term with the option to
pay off unpaid portion at
any time during the 50-year
