Title: Data Analyst Job Grade: 8 Reporting to: Information Technology Officer Department: Finance & Information Technology Tualatin Valley Water District believes that each employee makes a significant contribution to our success. Therefore, this job description is designed to outline primary duties, qualifications and job scope, but not limit the incumbent nor the organization to just the work identified. It is our expectation that each employee will offer his/her services wherever and whenever necessary to ensure the success of our mission to provide our community quality water and customer service. Overall Purpose of the Job: The Data Analyst performs the planning, business analysis, development and delivery of information on an enterprise level. Functions include data quality assurance, data governance and establishment of a data warehouse which integrates all of the enterprise information. This position creates and manages organizational metadata, reporting and dashboards. In addition, this position performs traditional DBA functions, creates and analyzes data models. The Data Analyst is a member of the application development team following SDLC, setting quality standards and managing projects. The work is performed with the support and supervision of the Information Technology Officer and is coordinated with staff, customers, contractors, and vendors. Essential Job Functions: Establish and support the enterprise data warehouse and its data processing environment, including organizational metadata and data quality assurance. Work with customers to identify reporting needs and data governance practices. Perform business process analysis to identify and resolve data quality and work process issues. Coordinate efforts to integrate data between all of the organization’s systems. Execute designs including complex data conversions, automated processing, metadata-driven self-service tools for customers, process logging, error handling and status reporting. Develop applications and data products using SSRS, SSIS, and SSAS in BIDS projects and related 3rd party applications. Work collaboratively with representatives in all departments to design and execute solutions to meet their reporting and workflow needs. Serve as the primary administrator for the District’s SQL Server databases. Ensure availability and recoverability of database environments. Manage database performance and database security. Manage SQL Server installations, patches and upgrades. Manage database support for commercial applications including SharePoint, ESRI ArcGIS, Financial system (Logos), Maintenance Management System (Cityworks), Business Intelligence and others as they are added. Design and execute processes and procedures in an N-tier, asynchronous environment. Follow defined development practices and coding methodologies. Participate in testing and debugging for application and database development work. Participate in design discussions, requirements gathering and systems analysis. Analyze execution plans and procedures to monitor and improve database performance. Coordinate with network administration and development staff for server patches, backup needs, hardware requirements and system virtualization. Coordinate and manage projects and risks. Participate in the division’s efforts towards sustainable operations and Green IT practices. Support IT planning efforts and prepare budget information. Research database needs and costs including hardware, software licenses and other vendor fees. Evaluate and consider service offerings to improve quality, reduce costs, improve security and manage risks. Performs other related duties as assigned. Knowledge, Skills and Abilities Required: Knowledge of SQL Server database administration (2005/2008 R2). Knowledge of development standards: SDLC, SCM, TQM. Knowledge of database infrastructure, including servers, services, hardware, storage and network support. Knowledge of database server management in virtual environments, specifically Citrix. Knowledge of database and application security practices. Knowledge of the ESRI enterprise geodatabase, versioned editing and data management tools including ArcCatalog and ArcEditor. Knowledge in the administration and implementation of a GIS data processing environment. Knowledge of Visual Studio Data Tier projects and work processes. Knowledge of water utility operations. Knowledge of safety practices and procedures applicable to the job. Knowledge of personnel, administrative and departmental policies. Skills in data analysis, data governance, data modeling (3NF, Star Schema) and metadata management. Advanced skills in T-SQL and SQL application (stored procedures, functions, views) design. Ability to develop and support products using SSRS, SSIS, SSAS, TFS, Visual Studio, scripting languages (Python, etc.), .NET and C#. Ability to develop and support Windows server platforms (2003/2008 R2). Ability to perform effectively in an independent or team environment, as well as displaying self motivation skills, including managing multiple and diverse tasks and priorities. Ability to communicate effectively, both verbally and in writing with coworkers, customers and other agencies. Ability to work independently as well as establish and maintain cooperative and positive relationships with others both inside and outside the organization. Ability to manage projects with cross-functional teams. Ability to establish and maintain respectful and harmonious relationships with others both inside and outside the organization. Ability to display TVWD’s vision of delivering the best water, service and value by demonstrating reliability, integrity, stewardship, excellence and safety. Minimum Requirements: Bachelor’s degree in Computer Science or other related field; and Minimum 5 years of IT experience or closely related technical work; and Minimum 5 years of database management, design and data analysis experience; and Minimum 2 years experience providing database support for application development, working with customers to define requirements and providing applications to meet customer needs; and Any combination of experience and training which provides the equivalent scope of knowledge, skills and abilities required to perform the work. Special Qualifications: Possess a driver’s license valid in the State of Oregon; have and maintain a safe driving record. Working Conditions: Have regular and predictable attendance. Duties outside of the regular work day are needed for database maintenance. Occasional overtime work may be required. Prolonged periods of sitting and standing. Daily verbal communication both in person and on the telephone. Operate, read information and focus on a personal computer, telephone and other related equipment. Respond and work, without advanced notice, in times of adverse weather, natural disaster, emergency or other unusual event as determined by the District. This is a non-exempt position.
