Details of hosting opportunity Description of Opportunity Reporting to the Programme Manager the successful applicant will be part of the Sport NI Capital and Facilities Team. The Sport NI Capital and Facilities Team have a wide remit. The main work areas are: Facilities planning - the capital team work with DfC and Councils to identify gaps in sport facility provision and actions to address these gaps. Facility Advice - the capital team provide advice to facility owners looking to refurbish / build sports facilities. Safety at Sports Ground - contract manage the provision of expert external advice on safety at sports grounds. Technical advice - contract manage the provision of expert technical advice for the design of sports facilities. Funding - management and delivery of exchequer and Lottery funding for the construction of sports facilities. 2 Ref: I/C 19/17 Main objectives of the opportunity MAIN AREAS OF RESPONSIBILITY Capital Project Management To manage a portfolio of applications pro-actively and in line with SNI procedures and policy. To maintain up-to-date and accurate records for a portfolio of applications through the various processing stages on the Grants Management Information System. To produce relevant, effective reports as required. Facility Advice To provide external stakeholders with advice regarding the development of sports facilities in line with the Northern Ireland Sports Facilities Strategic Framework and Cunil Area Reports. Contract Management To assist with the management of contracts with external specialists e.g. sports facility technical advice and safety at sports grounds advice. 3 Ref: I/C 19/17 3. Skills requirements What qualities, skills and experience is required from the individual QUALIFICATIONS AND ATTAINMENTS Essential Criteria Degree or equivalent 3rd level qualification. OR Exceptionally in place of a formal qualification, SNI may accept a minimum of 2 years experience in a position which can be proven relevant to the post. RELEVANT EXPERIENCE Essential Criteria 2 years employment in the assessment of, or advising on, at least one of the following: - Sports development plans; Sports facility development; Financial planning and business planning for sports facilities. Desirable Criteria Demonstrable experience of safety management at sports grounds. SPECIAL APTITUDES Essential Criteria Demonstrable excellent written, oral and presentational skills. The ability to assimilate information quickly, a high level of problem solving skills and the ability to make effective decisions in a timely manner within established policy and procedures. Numerate, with an understanding of budgets/accounts and capital project management documentation. Individual The post- holder will gain a wider range of experience both in terms of the capital delivery of and future for sports facilities. They will be exposed to working with a wide range of grades both within the public and private sectors and increase their knowledge of procurement, business planning and project management. Parent Organisation On completion of the secondment the organisation will gain a more experienced and knowledgeable officer. In addition to specialist knowledge in procurement and project management the officer will also have gained experience in policy development, communication and working towards budgetary constraints and deadlines Host Organisation In addition to delivering grants for sports facilities, Sport NI is also undertaking planning work that will assist future investment decisions. To fully utilise this work Sport NI requires skilled and experienced staff to both deliver current projects and plan for future investments. 5 Ref: I/C 19/17 6.
