Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking a short term Export Finance
Specialist for USAID-funded EMPOWER Private Sector activity. EMPOWER is designed to increase
competitiveness in growth-ready sectors, facilitate inclusive private sector job creation.
Position Objective
Under the leadership of the Competitiveness leader, the Export Finance Specialist will develop a
financial instrument to facilitate increased sales of the Kosovo companies (currently five), member
suppliers of processed solid wood products for the German market through the cooperation with PSA
Germany (Schwarzwald Holzmobel), allowing sales increase in the next years.
The Export Finance Specialist has to provide an analysis of the current business/sales model,
individual financial analysis of each of the five suppliers/processors for credit worthiness and
financing needs and the development of a contracts based working capital lending for the five
suppliers in Kosovo.
The position reports to the Competitiveness Team Leader. The length of performance is up to 35
LOE days in period of six months.
Job Description
 Financial and Operational Analysis of the German Partner and up to five companies Kosovo
suppliers.
 Legal Analysis of Sales/Purchase contracts between Schwarzwald Germany and Kosovo
producers
 Development of Sales projections for Germany, including seasonality and sales - 3 years
 Analysis of COGS (cost of goods sold), including:
o COGS components and sourcing
o Working capital requirements for expected production seasonality
o Integration of cash flow effects in terms of intermediary sales / final sales
 Development of Financial Products for the Group/each individual supplier (borrower) to
serve working capital and cash flow requirements:
o Development of a General Financial Product/model for the cluster
o Development of individual limits for each of the suppliers
o Present and discuss with several commercial banks in Kosovo willing to consider the
proposed financial instrument
o Review and final design of the instrument
o Support for each individual cluster member in securing the required access to finance
to support increased sales to Germany.
Deliverables, Outputs, and Outcomes




Legal opinion on the commercial contracts for sale/purchase of products between the
Kosovo based companies of the consortium and the aggregator based in Germany
Financial analysis of Cost of Goods Sold for each individual consortium member of
the group of producing companies.
Analysis of the margin sufficiency in the value chain ensuring the sustainability of the
consortium sales.
Financial Projections – in the form of a business plan – encompassing all members of
the consortium of companies exporting wood products to Germany




Phased projected financing needs for each consortium member individually as well as
an overall group limit.
Financing cycles required to cover for working capital and trade needs of the
consortium of companies
Develop proposals for guarantee / security instruments that would be utilized by a
financial institution targeted for providing the financing for the consortium of
companies.
In close cooperation with the selected financial institution(s) develop the financing
product that best meets the needs of the consortium companies.
Provide continual support to each individual member of the consortium of companies to access
financing through the developed instrument
Position Requirements
 Relevant university degree in Finance and Business Administration.

10 years relevant professional experience working with enterprises and financial institutions.

Ability to analyze, conceptualize and facilitate meetings and presentations

Strong financial projection and business planning experience

Strong conceptual and communications skills in verbal presentations and writing.
