Judge John Kennedy
The Honorable John S. Kennedy is a member of the Court of Common Pleas of York County, Pennsylvania. Elected in 1995 and
retained in 2005, Kennedy has presided over a variety of criminal
and civil cases, including medical malpractice cases, product liability
cases, and capital murder cases. He became an Orphans’ Court Judge
in January 2014. Most recently, Judge Kennedy was honored with
the appointment of Judicial Outreach Liaison by the National
Highway Traffic Safety Administration and awarded the 2014
Highway Safety Award by the Governors Highway Safety Association. Kennedy has been on the leading edge of the establishment of
specialty court programs in Pennsylvania. In 1997 he helped establish the York County Drug Treatment Court, then only the second
drug treatment court in the state. In 2002 he helped launch the first
Reentry Court Program in Pennsylvania. In January of 2012, Kennedy undertook the expansion of the York County DUI Treatment
Court and took the program from 50 participants to over 150. He also chairs the York County Criminal
Justice Advisory Board, which has modified the handling of DUI cases in York County to specifically
promote public safety by, as you are about to hear, monitoring repeat offenders pretrial with supervised bail
and SCRAM Continuous Alcohol Monitoring.
