Official UNFCCC COP18 Joint Side Event
China, US showcase solutions to climate action and
cooperation challenges

How the world’s top two emitters, China & the US, address challenges in climate
collaboration & action provides valuable reference for global initiatives. Sectorbased low carbon development planning cases by China’s GEI & US’ CCS
showcase ways to tackle policy & technical cooperation barriers.
Agenda:
1. Significance of China-US collaboration on climate/low carbon development policy and
action at all levels for a global deal:
• Senior Chinese National Development and Reform Commission (NDRC) official
• Senior US Department of State official
Discuss Chinese & US actions and exchanges on climate policy, mechanisms, and technology at
the national and subnational levels to promote low carbon development.
2. Showcase of GEI-CCS cooperation on China-US subnational low carbon development
planning to address climate, energy, and economic goals and information, policy, and
technique gaps:
• Ms. JIN Jiaman, Executive Director, and Ms. YU Qingchan, Energy and Climate Change
Program Officer, Global Environmental Institute (GEI)
• Mr. Tom Peterson, President and CEO, Center for Climate Strategies (CCS)
Introduce the progress of the GEI-CCS cooperation project, including the EcoPartnership
supported by the Chinese NDRC and US State Department, technical partner involvement (CAS
IPM, REMI), and work with subnational governments in China and the US to present our
creative solutions to bilateral action and cooperation.
3. Recommendations on capacity building, transfer, and adaptation of tools and technique
and scaling up cooperation globally by comparing Chinese and US climate policy-making
• Ms. ZOU Lele, Associate Researcher, Chinese Academy of Sciences Institute of Policy and
Management (CAS IPM)
• Mr. Billy Leung, Vice President, Regional Economic Models, Inc. (REMI)
Elaborate on how to address the differences and conduct international cooperation on climate
policy analysis, and show valuable reference for global collaboration initiatives.
