Statement'on'limited'water'transfers'during'this'fourth'year'of'drought' ' ' During!this!fourth!year!of!drought,!some!water!districts!have!made!limited!water! transfers!available!to!farmers!who!are!willing!to!further!reduce!plantings.!These! farmers!are!already!facing!a!reduction!in!plantings!between!25!and!50!percent,!as! a!result!of!water!cutbacks!earlier!this!year.!! ! Water!sales!allow!farmers!to!help!offset!the!loss!of!revenue!they!will!experience! this!year!from!the!drought.!A!portion!of!the!proceeds!from!the!transfers!will!fund! additional!environmental!projects!such!as!fish!screens!and!projects!to!assist! salmon!migration.!In!addition,!a!portion!will!go!to!offset!some!of!the!costs!to! operate!the!water!districts!whose!customers!face!rising!bills!as!less!water!is! delivered.!Less!delivered!water!results!in!higher!bills!as!the!district!has!fewer! acreEfeet!of!water!to!spread!fixed!costs!over.!! ! Water!transfers!are!lower!this!year!from!the!Sacramento!Valley,!simply!as!a!result! of!less!water!availability.!In!addition,!some!of!the!transfers!are!within!the! Sacramento!Valley!to!farmers!who!received!no!surface!water.!! ! Water!sales!allow!areas!with!the!ability!to!provide!water!for!those!in!even!greater! need.!No!one!in!the!Sacramento!Valley!believes!the!north!should!become!the! solution!to!the!state’s!water!problems.!But!in!times!of!severe!need,!we!can!make! limited!water!available!to!other!farmers!and!our!urban!neighbors.!! ! We!strongly!support!long!term!solutions!for!California’s!water!infrastructure! including!more!surface!storage,!groundwater!storage!and!the!improved!ability!to! use!water!for!multiple!benefits.!These!are!the!solutions!needed!for!the!future!E! not!permanent!water!transfers.!! ! !
