Job Description Position Title: Supervisor: Location: Contract Type: Starting Date Inclusion Project: Monitoring, Evaluation & Learning Coordinator Inclusion Project Manager Oxfam Office in Cambodia, Vietnam, Myanmar or Laos Fixed Term, 3 years As soon as possible Context: Oxfam’s Mekong Regional Water Governance Program is led by Oxfam Australia and jointly implemented with Oxfam NOVIB (ON), Oxfam America and Mekong country teams. The program contributes to the East Asia Joint Regional Analysis and Strategy. The Inclusion Project is one of a number of sub-projects within this program. The Inclusion Project is a 3.5 year AUD $6million project funded by DFAT as one of 4 pillars in the Australian Government’s Mekong Water Resources Program (AMWRP) 2014-17. Oxfam's program objective is to enable communities and civil society to be better able to realise sustainable livelihoods in the Mekong and Salween river basins. Our objectives are that we will achieve this by facilitating i) increased civil society participation and engagement in water resource governance; and ii) promoting more open, inclusive, accountable and effective water resource governance. The program engages at regional scale, with partnerships and collaborations at country, regional and institutional levels. It is managed by the cross sectional Mekong team. The aim of this project is to improve participation by civil society in water management. With a focus on women’s leadership and involvement in water management the project will contribute to Oxfam’s goal of fair sharing of Natural Resources. The three Inclusion components will see Oxfam and its partners: building the capacity of civil society to engage in water management; focus on an improved consideration of gender in water management and hydropower development, and fostering women’s leadership; and convene and join in opportunities for policy dialogue and influence on better water management and governance of water. This work seeks to influence changes at the community and civil society level, as well as changes in policies and practices at the national and transboundary level. Purpose: The position is responsible for the development, management and delivery of all Monitoring, Evaluating and Learning (MEL) work in this project. The position will be a member of the Inclusion Program team and work closely with Oxfam staff implementing the program at country and regional level. The position will coordinate work across the three Inclusion component areas contributing to the two objectives outlined above and link to the frameworks of the three other pillars. The MEL Coordinator will work with the Project Manager and Finance Manager to ensure quality reporting. The position requires significant Mekong Regional travel. 1 Core Responsibilities: Project Specialty Contribute to the designing of project monitoring and evaluation (M&E) framework Lead the implementation and periodic revisions of the project M&E framework ensuring that the framework is effective and relevant to context at each level (national and regional). Coordinate between regional and country level M&E frameworks to ensure coherence. Work closely with the project team and the partners to ensure that all M&E activities adopt a capacity strengthening approach that balances capacity development for partners and staff and delivery of project output, outcome and impact. Ensure scientific and statistically viable usage of a range of qualitative and quantitative data collection tools and methodologies to measure the project output, outcome and impact Provide leadership in managing all aspects of the project information management components Provide advice to project management staff on the analysis of data and effective integration of monitoring activities into project activity plans and field management work ensuring that all program staff contribute to and assist in implementing the M&E activities. Make monitoring and support visits to the project sites and work with the project team to analyze the project progress against the milestones and provide support to the project teams, partners and stakeholders in effectively meeting the requirements of M&E framework. Develop a M&E focus on gender for the project and lead on identifying relevant measures for other program standards i.e. disabilities Work closely with the Project Manager and technical advisors to strengthen the process and analysis of the collected data to develop of program learning materials including case studies, contextual analysis, evaluations and policy briefs Coordinate the learning activities and processes within the program; supporting national events and coordinating regional and project wide events. Support and identify strategies to disseminate program learning to staff, partners and other stakeholders. Identify, plan and implement learning and review events for other program functions (training, policy dialogues) as part of the M&E framework. Ensure coordination with affiliate MEL support teams and ensure compliance with DFAT and Oxfam International MEL standards and guidelines Coordinate and monitor the implementation of the project communications plan Business Services Advise on project budget development to ensure adequate resourcing for M&E and learning activities and manage the MEL budget. Identify and manage the procurement of consultancies for baselines, training, research and evaluations Lead on the regular reviews of the inclusion pillar of the project and contribute to the review of other pillars and the overarching program. Undertake all job responsibilities in a manner consistent with all Oxfam HR policies and procedures including Diversity, Equal Employment Opportunity and Occupational health and Safety guidelines Manage and ensure the integration and compliance of Oxfam’s policies and relevant sector codes of good practice. Management Accountable for the MEL aspects of the project; including providing oversight to national level MEL processes and events, Accountable to the Project Manager. Contribute to the implementation and compliance of health, safety and security policies and frameworks; Provide recommendation relating to improved local procedures and processes; Mitigate against risks and report incidents to supervisor. Representation and Relationships Determine, in collaboration with key staff in project team at regional and national level, partners and stakeholders, the content and systems to manage and share knowledge across and outside the organization. Liaise with and communicate with government officials and DFAT project team as agreed with Program management Attend relevant Oxfam and external meetings and provide technical backstop support to the Program Manager on an as needs basis Build networks and collaborate with local and international organizations working in the same scope of work. Participate actively in wider organizational development and change processes and teams. Skills and Experience: At least 5 years relevant experience working with INGOs/NGOs on MEL issues in comparable organisations and program contexts. Understanding of qualitative and quantitative data gathering methodologies. Research skills required in gathering information and learning through a variety of channels for specific topics. Strong influencing, negotiating and networking skills, conceptual and analytical skills with a practical perspective. Demonstrated knowledge of evaluation and impact assessment methodologies and how to translate these into practical tools and processes. Experience in applying MEL concepts in a wide range of thematic areas including capacity strengthening, advocacy,. Team player but able to work independently and with self-motivation; diplomatic skills with cultural and political sensitivity. Experience in promoting evidence-based programming. Experience in data collection and analysis, including developing or maintaining databases. Experience in working effectively at different levels and with different actors that have different approaches such as donors, Oxfam affiliates, partners etc. Experience in promoting gender equality through the development and implementation of MEL systems. Excellent communication skills both in written and verbal with strong proven skills in English language. Proven analytical and decision making skills in a challenging context. Experience working in environments with political sensitivities High level financial management skills and able to understand and explain budget and financial reports Relevant computer skills, which include experience in using project management software tools, PowerPoint, Word and Excel and other quantitative and qualitative data analysis softwares Excellent written (incl.report writing) and oral communication skills in English, Mekong language competency preferred. An ability to undertake significant travel to support program teams and partners in multiple countries, and to join field based work. Travel Participation and support for partner meetings and workshops will require frequent travel within the Mekong region and occasional travel outside the region. Payment The salary will be set according to the Oxfam Australia National remuneration guidelines.
