POSITION PURPOSE (why position exists; how it helps accomplish mission of the department/division)
Serving as the chief academic officer of the college, the Vice President of Academic Affairs works
collaboratively with the faculty and staff in advancing the college’s academic mission, promoting educational
excellence, and improving student-learning outcomes. Leads academic strategic planning, guides continuous
improvement of academic and occupational programs and related support services to meet the needs of the
students, faculty, staff and community partners; promotes integrity, scholarship, innovation and continued
professional development. Leads college in narrowing performance gaps for under-served students and meeting
other national, state and system-wide benchmarks. Engages business and community partners to strengthen the
college’s external connections and to advance institutional outreach. Demonstrates a commitment to service
excellence, innovation, student success, integrity and diversity in the performance of job duties.
PRINCIPLE RESPONSIBILITIES AND RESULTS
1. Leadership/Management
Provides leadership to assure the fulfillment of the College’s mission, vision, values and goals; in the
development and delivery of quality instructional programs and instructional support services, faculty/staff
evaluations and development, academic program development/review, and instructional technology to
assure curriculum responsiveness to the economic and cultural needs of the area. Supervises all academic
personnel reporting to the Vice President of Academic Affairs and delegates functions within Academic
Affairs Division to appropriate personnel. Determines academic staffing needs; recruits and recommends
employment of new personnel; coordinates hiring with Affirmative action Officer to assure compliance with
College AA/EO goals. Oversees the evaluation of faculty and staff, monitors progress of professional
development and training plans, and orients new faculty and staff to the college. Assists in the
administration of collective bargaining agreements for Academic Affairs employees. Serve in a leadership
capacity for the following: Faculty of the Year selection process, PSEO and Concurrent Enrollment
initiatives, and ongoing efforts in the Academic Affairs and Standards Council. Coordinates participation in
the College’s numerous continuous improvement, assessment and accreditation processes. Coordinate, with
Vice President of Student Success, all student conduct issues.

2. Partnerships
Serves on numerous governing councils (i.e. Leadership Council, Strategic Enrollment Management
Steering Council and Work Groups, Academic Affairs and Standards Council, Faculty Shared Governance
Council, Learning Alliance). Coordinates all academic functions with the Minnesota State Colleges and
Universities system staff; develops and coordinates articulated programs with MnSCU institutions, other
private higher education providers, secondary public/private schools, area business and industry, accrediting
agencies and the community. Supports development, implementation and evaluation of training and
offerings delivered by business and Workforce Education. Assist the efforts of program leaders and
division coordinators as they work with advisory committees to assure that curriculum meets the needs of
business and industry. Serves in a leadership capacity, and represents the college on appropriate local,
regional, state and national associations, boards, committees and task forces, including, but not restricted to:
CARE (Collaboration Among Rochester Educators) Committee, MN Online, Rochester Area math Science
Partnership (RAMPS), KSMQ Advisory Board, Assessment Academy of Higher Learning Commission,
Advisory Committee to the Senior Vice Chancellor and System Office Negotiations with Minnesota State
Colleges and University Faculty Association. Represents the College through membership in professional
organizations and boards and through other community involvement.

3. Finance/Budgeting
Develop and administer personnel and non-personal budgets for the Academic Affairs Division. Establish
process for faculty and staff to identify, prioritize and recommend budget needs for all Academic Affairs
programs and units of the college based on research, federal and state mandates and college needs. Seek
alternative sources of funding to supplement budgets. Support the development of grant proposals to
provide unique funding to the College from governmental and private agencies. Monitor expenditures of
the approved allocation for all areas of the Academic Affairs Division. Review the budget allocation
process to ensure equity and judicious use of resources needed to meeting student needs and college
productivity targets.

4. Operational
Manage academic strategic plan for instructional programs; monitor, evaluate and recommend the addition,
modification, suspension or closure of instructional courses and programs. Oversees the scheduling of all
credit and non-credit classes; advising marketing of programs and courses where special assistance is
needed to provide efficiency and balance in program enrollments; coordinates all instructional offerings and
articulated programs with higher education/K-12 providers (i.e. Path to Purple with Winona State
University), and assists with strategic academic planning through the Learning Alliance (partnership with
Winona State University Rochester. Coordinates preparation of materials relating to instructional programs
and policies for the catalog and other publications; provides expertise for the development of education
specifications for instructional space in new and remodeled facilities; coordinates with Chief Information
Officer the various components of instructional technology, including computer technology in labs,
classrooms and staff/faculty offices, web-based development and delivery and other instructional
technologies as they develop.

5. The Vice President will ensure Diversity and Affirmative Action through the following: Ensure compliance
with college affirmative action program and equal treatment of all employees; assist in identifying and
resolving problems and eliminating barriers which inhibit equal opportunity; encourage the hiring and

promotion of qualified protected-class members where disparity exists; communicate the college’s
affirmative action policy to unit staff; perform other duties to support affirmative action as assigned by the
college president.

 Master’s Degree from an accredited post-secondary institution
 Five years of increasingly responsible college-level instructional administrative experience
 Post-secondary teaching experience
 Experience with college divisional level budget management
 Experience with instructional administration and strategic planning
 Experience in curriculum development and instructional technology
 Experience with assessment of learning outcomes and college accreditation process
 Demonstrated sensitivity to and understanding of the diverse academic socioeconomic, cultural,
ethnic and disability backgrounds of community college student and employees

 Earned Doctorate Degree
 Experience leading in a shared governance and collective bargaining environment
 Demonstrated leadership and collaborative management experience in a college setting at the Dean’s
level or higher
RELATIONSHIPS

Internal and External Clientele and Purpose of Contact (the most significant job related contacts)
This position reports directly to the President. This person will meet regularly with the Chief Student Affairs Officer
and maintain strong relationships between Academic Affairs and Student Affairs. This person must develop and
maintain effective working relationships with the senior administrators, academic departments, and student service
departments. The Vice President must also develop and maintain a strong relationship with the Student Senate,
student organizations, and other representatives of the student body. This position must demonstrate effective
customer service, communication, and continuous process improvement strategies for all departments. The Vice
President must establish and maintain working relationships with MnSCU staff. This position also will participate in
national, regional, and state professional organizations and participate with regional planning associations.

The Vice President must solve a range of problems and concerns involving individual, group and institutional needs.
Problem solving often requires weighing the relative merits of complex factors, negotiating with interested parties and
making decisions that are ethical, fair and consistent. In developing solutions, the Vice President must often propose
creative alternatives based on unique situations that present a distinct set of challenges. Problem solving sometimes
requires involving other campus or MnSCU personnel and resources to resolve conflicting interests and perspectives.
Creativity is also essential in using staff and physical resources efficiently, identifying new funding sources, and devising
innovative strategies to accomplish the goals of the college.

Considerable freedom to act is afforded this position in decisions related to resolution of academic affairs; solving
operational problems involving single or multiple departments; and generation of innovative administrative practices,
program proposals and services that meet student needs and expectations. The incumbent is expected to follow
established procedures, suggest improvements to existing procedures, perform tasks in a professional manner, and
keep the President informed of developments, issues and improvements. This person is expected to adhere to all
federal and state rules and regulations and to college policies and procedures. Consultation, if needed, will be through
the President’s Executive Team and the President.
All employees must comply with department and institution procedures and policies, MnSCU policies and
procedures, as well as local, state and federal laws, regulations, guidelines and business and industry standards.
