Production and distribution of diagnostic reagents
Diagnostic reagents are prepared both for regional laboratories nationally, and for other countries. Materials
supplied include known positive and negative sera for use as test controls, FITC conjugated antiserum for viral
antigen detection, prepared positive and negative control slides for FAT, positive and negative semen samples for
the PCR and antigen for use in ELISA tests. Individual freeze dried BHV-1 strains are also supplied on request.
Activities specifically related to the mandate
of OIE Reference Laboratories
3.
International harmonisation and standardisation of methods for diagnostic testing or the
production and testing of vaccines
The VLA conducts national and international proficiency testing for IBR assays. The following proficiency tests
are carried out for laboratories in the following countries:
Annual reports of OIE Reference Laboratories and Collaborating Centres, 2009
1
Infectious bovine rhinotracheitis/infectious pustular vulvovaginitis
IBR Serum ELISA PT is carried out 4 times annually for laboratories in Czech Republic (2), Austria, UK (5)
Spain, S. Africa, Slovenia, Latvia, Italy, Portugal and The Netherlands.
IBR Milk ELISA PT is carried out 4 times annually for laboratories in UK (3), Austria, Norway and Czech
Republic
IBR PT is carried out twice annually as part of a bovine respiratory virus package (IBR/RSV/PI3) serology PT for
laboratories in Czech Republic, UK (5) Italy, Portugal and The Netherlands
4.
Preparation and supply of international reference standards for diagnostic tests or vaccines
A replacement for EU 1 and EU 2 has been prepared.
5.
Research and development of new procedures for diagnosis and control
Work to examine the feasibility of multiplexing IBR diagnosis with other common bovine respiratory pathogens is
ongoing
6.
Collection, analysis and dissemination of epizootiological data relevant to international disease
control
An investigation has been funded by the VLA into an outbreak of IPB at a UK bull stud. It is anticipated this
investigation, which will report in 2010, will provide data relating inter alia, on semen excretion patterns in bulls
infected with BoHV-1.
7.
Provision of consultant expertise to OIE or to OIE Members
Consultant advice has been given, on request, to workers in Greece, India, Chile, Argentina, Egypt and USA.
Advice on IBR outbreak management and control has been provided by the designated expert to 2 bull studs in the
UK
8.
Provision of scientific and technical training to personnel from other OIE Members
None
9.
Provision of diagnostic testing facilities to other OIE Members
Diagnostic facilities were provided for a dairy cattle organisation in the Republic of Ireland
10. Organisation of international scientific meetings on behalf of OIE or other international bodies
None
11. Participation in international scientific collaborative studies
None
2
Annual reports of OIE Reference Laboratories and Collaborating Centres, 2009
Infectious bovine rhinotracheitis/infectious pustular vulvovaginitis
12. Publication and dissemination of information relevant to the work of OIE (including list of
scientific publications, internet publishing activities, presentations at international conferences)

Presentations at international conferences and meetings
None

Scientific publications in peer-reviewed journals
None

Other communications
A presentation on IBR diagnosis and control was given by the designated expert to UK cattle breeding companies
and regulatory officials
13. Inscription of diagnostic kits on the OIE Register
i)
Did you participate in expert panels for the validation of candidate kits for inscription on the
OIE Register? If yes, for which kits?
No
ii)
Did you submit to the OIE candidate kits for inscription on the OIE Register? If yes, for
which kits?
No
