Summary Herbert Hoover, who supported the virtue of self-reliance, took little action to combat the GD. The plans that Hoover did implement were viewed as too little, too late. Hoover’s reluctance to act, as well as his role in gassing the Bonus Army, cost him a great deal of public support & his chance for reelection. 4
