It is pertinent to note that Government of Karnataka mines department has not renewed the leases of several quarries which were legitimately functioning in Bagalkot Dictrict and Government has not approved applications for limited period prospective licenses to the applicants for conducting projects on pilot basis. Without the supply of raw granites 150 Stone / Granite Cutting, Polishing units cannot function legitimately. Also government has increased the roayalty for granites blocks which is adversely affecting the Granite Cutting, Polishing units. Reportedly The association representing Stone / Granite making, Cutting, Polishing units is demanding from several years to reduce the royalty for domestic use and consumption and for rejected material of exports . Hungund Taluka is famous for Ilkal sarees, Ikal granite and Kudal Sangam. World famous pink granite and World famous Ilkal sarees are produced here. Recent development in Kudalasangam and the nearby Almatti dam & gardens have brought the taluka on the tourist map. Aihole of Pattadakal fame is situated in Hungund taluka. Availability of water, National highway and enterprising people are the wealth of this taluka. Resale tax u/S 6-B not applicable for resale tax u/S 6-B ? : Karnataka high court in recent order has stated that "The stones are larger granite blocks purchased by its petitioner, eve when cut to the sizes to the requirement of the customers including as regards its thickness or polishing it continues to be a granite block. May be a smaller or thinner size, but it would continue to be a granite block however polished it may be. Even though it may be used as a building material, the granite block does not cease to be a granite block."This apart, excavation of stones from a mine and thereafter cutting them and polishing them innto slabs did not amount to manufacture of goods. The word 'manufacture' generally and in the ordinary parlance in the absence of its definition in the Act should be understood to mean bringing to existence a new and different article having a distinctive name, character or use after undergoing some transformation. When no new product as such comes into existence, there is no process of manufacture. Cutting and polishing stones into slabs is not a process of manufacture for the obvious and simple reason that no new and distinct commercial product came into existence as the end product still remained stone and thus its original identity continued". and this position was further reiterated as follows: "It is also not possible to accept that excavation of stones and thereafter cutting and polishing them into slabs resulted in any manufacture of goods." In view of the above decisions, cutting the granite blocks into small sizes and polishing them as tiles does not amount to manufacturing process to attract Sales Tax u/S 5 of the Act. However, whether the transaction attracts resale tax u/S 6-B can be looked into and considered by the Assessing Officer after giving opportunity to the parties. Accordingly, the substantial question of law is answered in favour of the assessee. Consequently the appeals are allowed”. Ilkal is famous for granite as well as it is famous for Sarees. Ilkal Sarees is Famous in Karnataka, Andhra and Maharashtra. These sarees are very traditional type in Indian sarees. Sarees are available in lot of colors and different borders with rich Indian heritage. Ilkal was an ancient weaving centre where the weaving seems to have started in the 8th century AD. The growth of these sarees is attributed to the patronage provided by the local chieftains in and around the town of Bellary. The availability of local raw materials helped in the growth of this saree About 20000 people in the town of Ilkal are engaged in saree-weaving The distinctive feature of Ilkal sarees is the use of a form of embroidery called as Kasuti. The designs used in Kasuti reflect traditional patters like palanquins, elephants and lotuses which are embroidered onto Ilkal sarees. These sarees are usually 9 yards in length and the palluof the Ilkal saree (the part worn over the shoulder) carries designs of temple towers. This pallu is usually made of red silk with white patterns. The end region of the pallu is made up of patterns of different shapes like hanige(comb), koti kammli (fort ramparts), toputenne (jowar) and rampa (mountain range). The border of the sari is very broad (4 to 6 inches) and red or maroon in colour and is made of different designs with ochre patterns. The saree is either made of cotton, or a mixture of cotton and silk or in pure silk. The colors traditionally used are pomegranate red, brilliant peacock green and parrot green. The sarees that are made for bridal wear are made of a particular colour called Giri Kumukum which is associated with the sindhoor worn by the wives of the priests in this region manufacturers of Ilkal Sarees. Ilkal is a significant town situated in Bagalkot District of the southern state of India, Karnataka. Strategically, The town is placed at a height of 585 metres (1919 feet) above mean sea level and is located between 15.97° North latitude and 76.13° East longitude. Recently sugar cane is cultivated in patches on the banks of Malaprabha & Krishna rivers . Major crops are Jowar, Sunflower, Wheat and Cotton, Gound nut is also an important crop. Pink granite is available near Ilkal. Lot of Cutting & Polishing units are established in the vicinity of Ilkal. Ancilliary industries to support granite cutting & polishing have also came up. Kerosene as cutting base / medium is being replaced by water slowly. Half a dozen glass bangle making units are in operation near Gudur.Ilkal sarees with the world famous “Kondi” technology and unique boarder & pallu are produced by thousands of weavers near Amingad & Sulebhavi villages. Maharastra is a good market for these sarees. Tourists visit places like Aihole & Kudal Sangam. Kudal Sangam with modern stay & food availability is attracting thousands of tourists daily. Holidays & special occasions will be more crowded. Proper road linkage and availability of good aminities for tourists can develop other places of the taluka into worth visiting tourist spots. Infrastructure facilities: Connectivity by an important high way connecting Bangalore and Sholapur is an important advantage . Due to places of tourism importance the internal roads in the taluka are being developed now. Facilities for stay and boarding of three star facility are available in Kudalsangam. Power as of now is not a problem.The pink granite industry is developed in to a stable position and activities a ncillary to this industry are also developed. Further scope for modernization of this industry is there. Availability of skilled man power in we aving Ilkal sarees with kondi techniques is available and efforts to diversify it in to dress making and fancy items are being made. Enough awareness is generated and young weavers are coming forward to experiment. The department of hand loom and textiles is doing a good job. Industrial Scenario: Pink granite quarrying, cutting and polishing units are flourishing. The major success of this industry is due to the unique color and its scarcity.
