Introduction The Critical Ecosystem Partnership Fund is a joint initiative of l’Agence Française de Développement, Conservation International, the Global Environment Facility, the Government of Japan, the John D. and Catherine T. MacArthur Foundation, and the World Bank. A fundamental goal is to engage nongovernmental organizations, community groups, and other sectors of civil society in conserving Earth's 34 biodiversity hotspots. As one of the founding partners, Conservation International (CI) administers CEPF. CI is a leader and catalyst in biodiversity conservation, engaging partners in more than 40 countries on four continents to preserve threatened ecosystems. CEPF’s US $ 7 million investment in Polynesia Micronesia was launched in 2008 and will continue until 2013. This document is a request for Letter of Inquiry (LOIs) from suitable organizations to apply for a CEPF grant to organize a mid-term evaluation conference in 2011 and to compile a conference proceedings report which includes the key lessons learned from all active or completed CEPF funded projects in the Polynesia-Micronesia hotspot since September 2008. The successful applicant will work very closely with the CI-Pacific Regional Implementation Team and CEPF Grant Director to plan all details of the conference including the participants list, resource people, agenda and content of the conference proceedings report. The Mid-Term Evaluation workshop provides an opportunity to reflect upon CEPF’s investment in the Polynesia-Micronesia hotspot since its inception in September 2008, within the broader field of conservation and assess the gains made by non-governmental organizations, community groups, and other civil society partners and how to sustain these as a legacy. For the Polynesia-Micronesia region this 3 day conference is tentatively planned for the end of May to early June 2011 at a suitable venue either in Fiji or Samoa. 2. Rationale Early 2011 will be the mid-term of the five year CEPF funding program and a suitable time to take stock of progress and for grantees to meet and to share experiences. Goals of the Conference To provide an opportunity for the grantees and other stakeholders to collectively assess the gains they have made with CEPF support in the past 2.5 years and how this investment is integrated into broader biodiversity conservation efforts in the Pacific Region. 3.1 The main purpose of the mid-term evaluation conference will be: for grantees to share experiences and, in particular, lessons learned on their projects with other grantees and partners; for CEPF to assess the key gaps in the investment portfolio and to identify the key areas for thematic and geographic focus in the remaining years of the program; to give grantees an opportunity to provide feedback to CEPF on the grant management process and any issues arising; to provide a training opportunity for grantees in relevant areas of interest in particular fundraising and project management; to give CEPF donors an opportunity to meet with grantees in the Polynesia-Micronesia hotspot and to see first-hand the achievements that CEPF support has provided to grantees in the Pacific; to invite other donors in the Pacific Region to the conference to witness the exhibition of projects by grantees and their results, and an opportunity for grantees to solicit support from other donors to further sustain their projects. 4. Who can apply for a CEPF grant? Non-Governmental Organizations, community groups, private enterprises, and other civil society applicants may apply for funding. Organizations must have their own bank account and be authorized under relevant national laws to receive charitable contributions. Government-owned enterprises or institutions are eligible only if they can demonstrate that the enterprise or institution has: (i) (ii) (iii) legal personality independent of any government agency or actor; the authority to apply for and receive private funds and may not assert a claim of sovereign immunity. Further, individuals are encouraged to work with civil society organizations, and communities to develop applications, rather than apply directly. This budget should include the following: logistics such as travel costs (airport transfers and international and internal travels) for participants both grantees and resource people except CI staff (about 35 people), booking the conference venue (conference room and accommodation for participants), organising refreshments for 3 days, paying per diems for participants as well as reimbursements of any eligible expenses by the participants; In consultation with the CI-Pacific RIT and CEPF Grant Director, prepare the conference invitation and disseminate it to CEPF grantees, donor organizations in the Pacific Region, Government Representatives (GEF Focal Points) from the region, and CEPF donor council representatives, as well as conference materials for the participants as background information; Prepare and finalize the agenda for the conference in consultation with the CI-Pacific RIT, and CEPF Grant Director; In consultation with the CI-Pacific RIT and CEPF Grant Director, contract a suitable conference facilitator; Provide the necessary administrative assistance in recording and writing up the proceedings of the conference and producing a concept note on ways to consolidate CEPF’s investment in the region). 6. Deadline for LOI If interested please complete the attached LOI (Letter of Inquiry) which should fully address the terms of reference with particular emphasis on: A draft budget for this work; A summary of the experience of the organization in organising conferences of this nature; Partners that you will be working with on this project.
