However, although access is a reserved matter, it is necessary to demonstrate that a satisfactory access into the site can be achieved and that any impact on the wider highway network is not detrimental or can be mitigated. Whilst the application refers to 79 new dwellings, there is the potential to provide in excess of this number on the site and, as such, a Transport Assessment is required to accompany the application. The Transport Assessment should be in accordance with national guidance and accident data can be provided by Derbyshire Constabulary. Contact Alison Morse on 0300 122 8743 or 122 5043. The Highway Authority, in pre-application correspondence, stated that any application for access into the site would need to be accompanied by speed readings and a topographical survey to demonstrate that the required visibility sightlines, commensurate with actual vehicle speeds, could be provided over controlled land. A speed survey has been carried out and a topographical survey of the site has been submitted. However, in order to demonstrate that the required visibility can be achieved, the survey will need to include the extent of the sightlines, with the sightlines and the proposed access superimposed on the plan. The area forward of the sightlines will need to be shown to be less than 1m in height (600mm in the case of vegetation) relative to the nearside carriageway edge. In addition, it will need to be demonstrated that adequate forward visibility for right turning drivers can be achieved at any access location. It is likely that the height of the grass verge on the inside of the bend will compromise the provision of the sightlines and long sections of both emerging and forward visibility will also be required.
