VACANCY FOR THE POST OF CONSULTANT, PROJECT OFFICER Expressions of interest are invited from suitably qualified persons for a short term consultancy as a Project Officer with the Cultural Development Foundation (CDF), for the implementation of a Caribbean Development Bank (CDB) funded project, under the BNTF7 Program, entitled, “Sound Waves: Transforming Youth at Risk Through Music.” The Implementing Agency for this project is the Saint Lucia Social Development Fund (SSDF); the Executing Agency is the Cultural Development Foundation. A. Relationship and Responsibilities 1. Work under the direction of and reports to the Executive Director of the CDF 2. Assume full responsibility for the procurement of studio and musical equipment and the civil works for the retrofitting space identified for creating a recording studio. B. Duties 1. 2. 3. 4. 5. 6. Liaise with Saint Lucia Social Development Fund Project Officer Maintain project plan for setup of studio and procurement of equipment Develop tender documents for the supply of studio and musical equipment Develop tender documents for the civil works to retrofit studio Participate in the review of proposals to supply and build Oversee the civil works for the retrofitting of existing space in the CDF main building for the setup of a recording studio 7. Lead negotiations with potential contractors and suppliers 8. Oversee the installation of equipment in studio 9. Prepare quality assurance measures for monitoring of project deliverables 10. Provide periodic updates, at intervals to be agreed, to Executive Director and Senior management in CDF 11. Prepare end stage report for sub-component; “Setup of studio and procurement of equipment and musical instruments.” C. Qualifications and Experience 1. Bachelor's Degree or equivalent professional qualification in Project Management 2. One to two years of verifiable engagement in a project management position; 3. Evidence of having managed projects which involved procurement and/or supervision of civil works 4. A background in music and experience in the procurement of musical instrument and studio equipment would be an asset. D. Background and Description Internationally and regionally, music is recognized as a growth industry even in harsh economic times. Additionally studies increasingly show the power of music to transform the outlook of youth at risk, giving them the opportunity to develop their ability to express themselves effectively working out their challenges through creative expression and also increasing their cognitive functions across the learning spectrum. http://www.northwestern.edu/newscenter/stories/2014/09/community-music-programs-enhancebrain-function-in-at-risk-children.html http://www.ecu.edu/cs-lib/reference/instruction/ViolinsViolence.cfm Statistics and anecdotal reports both show that Saint Lucia has been suffering with increasing youth unemployment; school absenteeism; growing crime; drug and substance abuse with a recent report to the Human Rights Council in Geneva states: 84% of offenders on remand were overwhelmingly male and in the younger two ranges 1624, and 25-35. Young male offenders are disproportionately over represented in the criminal justice system1 The census data2 cites an overall unemployment rate of 24.4% of which 20.9% is male and 28.4% is female. However, youth statistics are far worse with 42.5% unemployed. Saint Lucia also has a high level of persons under 15 years (20.7%) indicating that the numbers of job-seeking youth will not be diminishing. C. Rationale: 1 2 Drug Policy & Human Rights in Saint Lucia Report presented before the Human Rights Council in the framework of the 23rd Universal Periodic Review Session 23 March 2015 Central Statistics Office, Saint Lucia, compiled in February 2015 for this project The Importance of Sound Waves Saint Lucia has benefited immensely by the availability of musical education available at the Saint Lucia School of Music(SLSM), however, the capacity of the SLSM to reach the demographic targeted by this project, is limited. In discussions with the SLSM, they recount their experience: “...the Government of Saint Lucia discontinued the Community Access Grant programme last year citing fiscal challenges. The grant was originally created IN 2011 to support the growth and expansion of the school's community outreach music programmes . This was a direct result of the successful implementation of the OAS Marchand Youth Orchestra a three year pilot project which inspired the creation of similar programmes across the island. As many as 15 programmes were established by entities in various communities, many lacking the technical capacity to execute and competing for the same funding resources. This resulted overall in a severely compromised programmes and no collaborative plan for their sustainability. Ultimately all were cut due to funding challenges.” This project proposes to take the music training back into communities at risk and to provide facilities that solve a key problem for youth wishing to pursue a career in music – affordable top quality recording and rehearsal space: this will remain accessible by the beneficiaries long after the project is completed. The Cultural Development Foundation (CDF) will incorporate a continued level of support to the beneficiaries beyond the scope of this project. The project will give the beneficiaries the opportunity to gain National certification in music through the Caribbean Vocational Qualifications (CVQ) system; these certifications are also regionally recognized and contribute to the ease of working and studying in non-native CARICOM states and are recognized internationally contributing to beneficiaries’ ability to access international educational opportunities. D. Project Goal E. Provide youth at risk with an opportunity and facilities that enable them to express themselves and develop skills that will enhance their prospects for socially and economically rewarding livelihoods. E. Objectives The objectives of the Project are to: F. Create a certified training programme in music skills to include: theoretical skills; recording skills; performance skills; business and life skills G. Develop a top quality recording and training facility H. Train 50 youth in music, business and life skills to enhance their livelihoods and bring increased cultural and entertainment offerings to Saint Lucia I. Leave a legacy of facilities, agreements in principle and training opportunities beyond the scope of the project F. General Outcomes The general outcome of Sound Waves will be the creation of a greater range of opportunities for the beneficiaries for rewarding livelihoods and improving the pool of talent available in Saint Lucia. It will also greatly contribute to the capacity of ongoing programmes in music skills and recording particularly targeting vulnerable youth, through the CDF, the SLSM and community organizations. The project will seek to foster mentorship, find apprenticeships and develop private and public sector relationships and agreements in principle to facilitate the growth of beneficiaries from hobbyist to earning professional. It must be emphasized that the long-term impact of Sound Waves will be dependent on the quality and sustainability of facilities and programmes developed within the capacity of the organizations as well as founding strong relationships with mentors. G. Specific Outcomes At the specific level, the expected outcomes are: C. A nationally certified training programme in music and recording skills D. Trained Trainers E. 50 youth trained in music and recording skills with associated business, professional and life skills F. A high-quality Recording Studio with rehearsal and training space: 1. A managed space that will remain available to disadvantaged and youth at risk youth that will present an opportunity for expression within a forum for ongoing development of musical talents, professional and business skills H. Objectives of Consultancy The main objective of the assignment is to provide technical support for the effective implementation of the sub-component of the Project; to retrofit a recording studio and the procurement of musical and studio equipment, in accordance with the requirements of the Caribbean Development Bank under the BNTF7 Sub-Programme, Sound Waves: Transforming Youth at Risk Through Music. I. Scope of Works The principal responsibilities of the Project Officer will be: J. to manage the procurement process in order to ensure strict compliance with the Caribbean Development Bank procurement rules and procedures as well as the relevant regulations of Saint Lucia. The Project Officer will coordinate procurement activity, completion of implementation and procurement plans, bidding documents, conduct negotiations with contractors, or consultants, or suppliers, and manage deliveries of works, services and goods; including civil works for the retrofitting of a recording studio; K. to liaise with the Saint Lucia Social Development Fund (SSDF) through its assigned Projects Officer. The Project Officer will arrange project planning and project implementation activities; The Project Officer will prepare quality assurance measures for monitoring of project deliverables. The Project Officer will provide periodic written or verbal reports, at intervals to be agreed, to Executive Director. The Project Officer will prepare an end stage report for sub-component; “Setup of studio and procurement of equipment and musical instruments.” L. to draft project related documents, including official correspondence for submission to the Caribbean Development Bank through the (SSDF); M. any other assignments related to the project that may be requested by the Executive Director. J. Reporting Project Officer will report directly to the Executive Director of the CDF . The Project Officer will submit monthly time sheets and a monthly report on his/her activities, which the Executive Director and the Chief Finance Officer shall approve before submission to SSDF for payments to the Consultant. K. Qualifications and Experience F. Bachelor's Degree or equivalent professional qualification in Project Management; G. One to two years of verifiable engagement in a project management position; H. Evidence of having managed projects which involved procurement I. Evidence of knowledge or experience of building/construction procedures J. A background in music and experience in the procurement of musical instrument and studio equipment would be an asset.
