– Require all white males to swear their loyalty to the United States.

• Congress believed that the President’s plan was too lenient.

• Congressional Reconstruction restricted voting by former Confederates and placed
the South under military control.

• They limited the rights of African Americans.
• They prevented African Americans from serving on juries and holding public office.
• African Americans could be arrested if they were not working.

• A group set up to protect freedmen or newly freed slaves from violence and the
Black Codes.

•39. What was the “Ironclad Oath”? The oath that former Confederate supported were required
to sign The Ironclad Oath was an oath promoted by Radical Republicans and opposed by
President Abraham Lincoln. By requiring officials and voters to swear they had never supported
the Confederacy, it limited the political activity of ex-Confederate soldiers and supporters. It
enabled a Republican coalition to come to power in ten Southern states during Reconstruction,
and was the source of anger on the part of local civic leaders who were prevented from voting or
holding office.

CA joined US as free state, and the other territories could decide for themselves whether to
allow slavery.
Treaty of Guadalupe Hidalgo-treaty signed between MX and TX. Terms: Mexico recognized
TX as part of the US and agreed on the Rio Grande as TX southern border.
