Directions: Read the documents and answer the question that follows.
Document 1: (Imperialism brings) Peace and order. Freedom of speech and liberty of
the press. Higher political knowledge and aspirations. Improvement of government in
the native states. Security of life and property. Freedom from oppression caused by the
caprice (change) or greed of despotic rulers, and from devastation by war. Equal justice
between man and man… Services of highly educated administrators, who have
achieved the above-mentioned results.

Document 2: I contend that we are the first race in the world and that the more of the
world we inhabit the better it is for the human race. I contend that every acre added to
our territory provides for the birth of more of the English race, who otherwise would not
