PEEWEE (13U) “AA” CITY PLAYOFF RULES Baseball Manitoba and Winnipeg Minor Board PeeWee (13U) “AA” General Rules used during the regular season apply where not indicated. IN-FIELDS & WARM-UPS The home team should begin infield practices on the field no later than twenty-five minutes before game time and the away team fifteen minutes before game time. Warm ups for each team should be no longer than ten minutes. If the field is unavailable because the earlier game has not ended, use green space. In-fields will be shortened if necessary to remain on schedule. Teams will be allowed only one in-field per day. All new pitchers will get six (6) warm up pitches and then four (4) pitches before each inning. If a team or pitcher is slow coming onto the field an umpire can reduce the number of warm up pitches. INSUFFICIENT NUMBER OF PLAYERS TO START A GAME When one team has 8 or fewer players at game time the following happens: A 15-minute grace period is allowed. Team that is short may bat first. Any open place in the batting order when it comes will be an out. If a team does not have 9 players when it takes the field, the game is a forfeit and the team is disqualified from the playoffs. If coaches know their team will not field enough players, they must contact the playoff convener at least 24 hours before the game. The team will be assessed a loss but will remain in the playoffs. END OF INNING & GAME All innings have a 6-run maximum except the 7th inning which is unlimited. A 10 run mercy rule applies after 5 innings of play or 4½ if home team is ahead. There is no time limit on games. If a game is tied after seven innings, the Baseball Manitoba rule for extra innings will go into effect. If a game is still tied after the first extra inning, the game will continue until there is a winner. Runs scored and defensive outs in extra innings are not included when the Baseball Manitoba tiebreaker formula rule is used if three or more teams are tied for first after the pool round. All extra innings are unlimited. PITCH COUNT REGULATIONS The official scorekeeper will notify the opposing team before the game which players are eligible to pitch and when pitchers reach their pitch count limit. The pitch count and rest rule guidelines of Baseball Manitoba apply. The site convener will post the pitch counts and determine the required rest period (if any). Once pitch counts are posted, they cannot be changed. Winnipeg Minor Baseball PeeWee (13U) AA City Playoff Rules Revised: March 15, 2017 1 Coaches are fully responsible to follow pitch counts rules. They should verify pitch counts after each game with the official scorekeeper, check the posted list of the official pitch counts before each game, and consult with the opposing team before each game to confirm pitch count restrictions, if any, for players on either team. Pitchers are permitted to have a maximum of two (2) appearances on the same day. A pitcher may only return to pitch in the same day if their pitch count does not require a rest. Pitchers will be permitted to finish the batter if their maximum pitch limit has been reached for that calendar day. Once a player pitches, they cannot catch for the remainder of the day. A player may catch, and then pitch in the same game or the same day. Players added in lieu of injuries are allowed to pitch in accordance with the pitch count rules. PLAYOFF FORMAT Teams are divided into two pools where eight, nine, or ten teams qualify and one pool where five, six or seven teams qualify. Teams are placed in pools based on standings, using the serpentine method. All teams will play a minimum of four pool round games in the playoffs. Two games are played on both Saturday and Sunday if weather conditions permit. Home team during the pool round is awarded to the higher seeded team, except in the second game of 1 vs. 8 and 4 vs. 5 in the 9-team playoff, if all teams played in the same league. If teams from more than one league qualify for the city playoffs, each team is allotted two home games. In the championship round, home is decided by a coin toss. When three or more teams are tied after the pool round, the Baseball Manitoba tiebreaker formula is applied. If necessary, the tiebreaker game is played on Monday and the Seed Placement (2 vs. 2) game on Tuesday. The Provincial Qualifier (3 vs. 3) and Championship Games are played on Wednesday. The maximum number of teams to go to the ‘AA’ provincials is the number allotted by Baseball Manitoba or no more than one-half of all teams in their league, whichever is less. PLAYER DRAFT Teams who qualify for the provincials may add up to four players in their age group, of which two may be from the ‘AAA’ team in their association. Any team which does not have a ‘AAA’ team in their age group in their association is ineligible to draft any players. Players added to a team’s roster for the city playoffs because of injury must be drafted to be retained on the roster. Coaches must send a list of up to five players, in order of preference, to the league convener immediately after all teams qualify. Players are drafted from the list according to the seeding of teams with the first place team drafting first in each round. Players, who are drafted but do not join the team, are ineligible to play in the provincials. Teams are subsequently awarded the next available player on their list.
