Concept paper The establishment of environmental public-private-partnership mechanism of the BRICS countries Taking the “Saint-Petersburg Initiative” as an example WHAT IS IT? In April 2013 in St. Petersburg the Heads of government of the Baltic Sear region gathered at the Conference of the Baltic Sea States for Environmental Protection of the Baltic Sea (Baltic Sea Forum). The Forum featured the high-ranking representatives of the international organizations, Academia business and financial circles. The main outcome document of the Forum was the Declaration of the Heads of government on environmental protection of the Baltic region countries, and adoption of the “Saint-Petersburg Initiative”, a public-private partnership mechanism aimed at transboundary cooperation, economically sound actions and environmentally oriented projects in the Baltic Sea region. In February, 2014, “Saint-Petersburg Initiative” was officially supported by the Government of the Russian Federation. Established as per the decision of the BRICS environmental Ministers on April 22, 2015 in Moscow following the results of the First official BRICS environmental Ministers meeting (indicated in the “Ministers’ Resolution”). The Platform is designed to serve as a practical ground for the BRICS countries, to ensure knowledge sharing in field of legal environmental regulations, data sharing on best available “green” technologies, as well as search, exchange and introduction of “green technology”. Discusses the harmonization of environmental activities, carries out general (political) management of the Platform, considers and approves the performance of the Council of Partners. Council of Partners1. Representatives of state entities, business, private companies, scientific organizations (maximum 10 representatives from one country), national and international financial institutions and organizations (country quota not limited). Responsible for projects and financial work, enlisting experts and scientific organizations on priority areas of cooperation. Reports to the Steering Committee. National coordinators. Coordinators of the BRICS Platform activities (2 representatives from each country). WORK PLAN In frames of the BRICS Senior officials meeting (April, 21): Approval of the draft Platform layout Discussion of a time frame for the countries to submit proposals on the composition of the Council of Partners (which companies, financial and other organizations should be invited) Proposal to carry out first coordination meeting of the Steering Committee in 2015 for planning the concrete actions for substantiation of the Platform and resolving other organizational arrangements. Members of Council of Partners are the permanent participants of the Platform. Upon necessity, countries are allowed to enlist additional organizations/institutions/companies to the work of Council. 1
