DEFINITIONS
A.
MPEG-4 is a video encoding and compression standard that uses inter-frame
encoding to significantly reduce the size of the video stream being transmitted. This
often provides substantial compression because in many motion sequences, only a
small percentage of the pixels are actually different from one frame to another.
B.
Dual Streaming is a feature that allows users to adjust frame rate, compression
standard, and video resolution for different purposes simultaneously.
C. Multicasting enables the network switch to automatically clone data if multiple
recipients want to view the same data or video.
D. 4CIF resolution is four (4) times higher than that of CIF images, or 704 pixels wide
and 576/480 (PAL/NTSC) pixels tall (704 x 576/480).

SYSTEM DESCRIPTION
A.
Video Surveillance Remote Devices and Sensors:
1. IP Video Encoder
B.
Performance Requirements:
1. As the application requires, the [one (1)] [two (2)] [four (4)] -channel video
encoder specified shall be capable of functioning on data networks, such as
Ethernet LANs and over the Internet.
2. The encoder shall function as a server to provide MPEG-4 or JPEG video via
the network to a PC workstation using a standard Web browser (such as
Microsoft Internet Explorer Version 6.0 or later) as the receiver.
a. The Web browser may be used to control a Bosch or compatible camera
connected to the Ethernet port of the specified encoder.
b. The web browser may also be used to configure the settings of the [one
(1)] [two (2)] [four (4)] -channel video encoder using the local network or via
the Internet.
3. The [one (1)] [two (2)] [four (4)] -channel video encoder specified may be paired
with a compatible receiver such as the Bosch VIP XD video hardware decoder
to create a point-to-point IP-based connection via the network. The MPEG-4
digital video from the specified encoder is converted by the Bosch VIP XD
decoder back to either analog video for display on a standard CCTV analog
monitor or for display on a VGA monitor. The video input(s) to the encoder may
be displayed on the decoder monitor.
4. The video encoder specified shall be capable of transmitting video that can be
viewed over an IP network using the Bosch VIDOS or the Bosch Video
Management System software running on a network workstation.
5. The video encoder shall be capable of sending images to a network video
recorder for long term archiving.
6. The video encoder shall provide a serial interface and alternatively support
Bilinx communication over coax cable.
7. The [one (1)] [two (2)] [four (4)] -channel video encoder shall provide dual
streaming capability that simultaneously creates two data streams per video
input at different rates and resolution where one stream may be used for local
recording and the second stream may be transmitted over the network for live
viewing. (Dual streaming is dependent on the encoder settings, picture content,
the amount of motion within the video, and the available computational power.)
8. The video encoder shall support video streaming as follows:
a. In a unicast function that allows communication between a single sender
and a single receiver via a network.
b. In a multi-unicast mode that supports 5 simultaneously connected receivers
via a network.
c. In multicast video streaming that allows communication between a single
sender and multiple receivers when used in a suitably configured network
using UDP and IGMP protocols.

The internal time/date clocks of the specified product shall be synchronized
from the system computer or every two hours from a network time server (NTP
server). The time synchronization capability ensures that simultaneously
occurring events will display the correct time and date when multiple specified
devices are connected to the same network.
The video encoder shall support the following security options:
a. Three (3) levels of password protection to prevent unauthorized connection
or configuration changes to the unit.
b. 802.1x authentication using a RADIUS server for identification.
c. Secure web browser access with HTTPS using a SSL certificate that is
stored in the unit.
d. Unused access methods can be disabled to reduce risk of unauthorized
access.
The video encoder shall offer built-in MOTION+ video motion detection, an
algorithm based on pixel change and that includes object size filtering
capabilities and sophisticated tamper detection capabilities.
The video encoder shall offer optional (via a separate license) embedded Video
Content Analysis (VCA) based on the Bosch Intelligent Video Analysis (IVA)
algorithm. This algorithm is based on digital imaging technology that uses multilevel image analysis of pixel, texture and motion (trajectory) changes.
[Optionally, the video encoder shall provide independent AES encryption with
128‑bit keys for each communication channel – video, audio, or serial I/O – for
total data protection. This feature may require a separate purchase.]
The video encoder shall provide [one (1)] [two (2)] [four (4)] standard BNC
connectors for connection of the video input sources.
The video encoder shall be compatible with NTSC, PAL, EIA, and CCIR video
sources.
The video encoder shall allow recording to an external USB hard disk drive.
The video encoder shall provide an option to purchase a unit with an internal
hard disk drive.
The video encoder shall be capable of directly supporting long-distance
connectivity via fiber using an SFP GBIC module in its built-in SFP slot without
external fiber equipment.
The encoder shall provide additional Ethernet and fiber connectivity in
combination with switching capability to extend a network locally without
additional external network switching components.
PTZ control of a Bosch or compatible camera connected to the serial interface
port of the specified encoder shall also be available when used with the Bosch
VIDOS software or the Bosch Video Management System software.
The video encoder shall be capable of producing MPEG4 video that is
compatible with the Bosch DiBos 8 Digital Video Recorder.

23. The video encoder shall be compatible with the Bosch VASA hybrid IP
Integration Software that seamlessly integrates and bridges the Bosch analog
Allegiant matrix switcher/controller system with digital video networks. The
encoder shall convert the Allegiant analog video to MPEG4 video for
transmission via a network to allow either the Allegiant camera video or IP
based video, such as from a Bosch Dinion IP network camera, to be viewed by
an operator with no difference in the displayed video.
24. Video clips from the video sequence of any camera input of the encoder
currently being displayed on the browser may be saved on the PC hard drive.
25. The encoder specified shall be provided by the manufacturer complete with
configuration cables, Installation and Operations Manuals, and instructions to
download and install all the required software for the unit’s operation such as
MPEG Active X control, an MPEG viewer, DirectX viewer, etc.

encoder designed for use in CCTV systems and whose primary function is to
encode [one] [two] [four] channel(s) of video and control data for transmission
over an IP network to remote CCTV monitors and PCs.
2. Capable of producing two MPEG-4 video streams (dual streaming) per camera
input at the rate of 30 images per second with DVD-quality 4CIF resolution.

EXAMINATION
