Sealed proposals marked “Bids for PAD MOUNTED TRANSFORMER” will be received by the City of Niles in
the Office of the City Clerk, 333 N. Second Street, Ste. 301, Niles, Michigan 49120 until 2:30 PM (local
time), Thursday, July 7th 2016 at which time and place the proposals will be publicly opened and read aloud for
furnishing the City of Niles with the following materials:
The proposal, as well as the specifications for the PAD MOUNTED TRANSFORMER, is on file and may be
examined at the Utilities Department Office, 333 N. Second Street, Niles, Michigan where copies may also be
obtained. The proposal and specifications may also be obtained under the Utilities link of the City of Niles website
at http://nilesmi.org.
All bidders are required to sign a certificate of compliance that they will comply with all Federal and State nondiscrimination laws and regulations.
The City reserves the right to reject any or all proposals, to waive irregularities in proposals and to accept the
proposal that, in the opinion of the City Council, is most advantageous to the City.

PAD MOUNTED TRANSFORMER
1.1
Scope of work
A.
This specification covers the electrical and mechanical characteristics of 2500 kVA Three-Phase StepDown Pad-Mounted Distribution Transformer.
Sealed proposals will be received by the City of Niles in the Office of the City Clerk, 333 N. Second Street, Ste.
301, Niles, Michigan 49120 until 2:30PM local time on Wednesday, October 2, 2013 furnishing to the City of Niles,
One Pad Mounted Transformer as described below. Proposals shall be placed in a sealed envelope marked on
the outside “Pad Mounted Transformer Bid” and shall be accompanied by additional information as required in the
specifications.
Bids will be considered on units complying substantially with specifications, provided each deviation is stated and
substitution is described, including technical data when applicable.
The right is reserved to determine whether such substitutions or deviations are within the intent of the
specifications and will reasonably meet the requirements of the City of Niles.
Proposals shall include complete details (including descriptive literature) of all materials to be provided.

All characteristics, definitions, and terminology, except as specifically covered in this specification, shall
be in accordance with the latest revision of the following NEC, UL, ANSI and NEMA standards.

Regulating Transformers.
2.
C57.12.26 - IEEE Standard for Pad-Mounted, Compartmental-Type, Self-Cooled, Three-Phase
Distribution Transformers for Use with Separable Insulated High-Voltage Connectors
(34500GrdY/19920 Volts and Below; 2500 kVA and Smaller).

C57.12.28 - Pad-Mounted Equipment - Enclosure Integrity.

This specification covers only the general requirements of the transformer.
QUALITY ASSURANCE
A.
The manufacturer shall have specialized in the design, manufacture and assembly of liquid filled pad
mounted tamper-resistant transformers for a minimum of 10 years.
B.
The manufacturer shall have a well-documented quality assurance program, which includes procedures
for all activities in order entry, design, material procurement, manufacturing processes, testing, shipping
and post shipment product follow.
C.
The manufacturer’s test floor shall have a documented calibration program. All equipment shall receive
regular calibrations. Calibration standards shall be traceable to National Bureau of Standards.
D.
The transformers shall be manufactured by a company which is certified to ISO 9001:2000. A copy of
the certificate of Compliance to this requirement is available upon request.
2.4
DELIVERY, STORAGE AND HANDLING
A.
Handle and store equipment in accordance with manufacturer’s Installation and Maintenance Manuals.
One (1) copy of this document to be provided with the equipment at time of shipment.
PART 3 - PRODUCTS
3.1
TECHNICAL REQUIREMENTS

The transformer shall be designed in accordance with this specification and the kVA rating shall
be 2500
Frequency: 60 Hertz
Primary Voltage:
a.
The primary voltage, configuration, and the basic lightning impulse insulation level (BIL)
shall be: 34500 Delta, 150 kV BIL

The secondary voltage, configuration, and the basic lightning impulse insulation level (BIL)
shall be: 4160GrdY/2400, 60 kV BIL
Transformers are suitable for connectors with phase-to-ground or phase-to-ground/phaseto-phase high-voltage ratings as listed.
Arrester coordination may require higher BIL on multiple connections than indicated to
achieve a minimum protection level of 20%.
Taps
a.
The transformer shall be furnished with full capacity high-voltage taps. The taps shall be
+/- 2 – 2½% above and below nominal voltage
b.
The tap changer switch shall be an externally operated switch with a hotstick-operable
handle. The tap changer shall be clearly labeled to reflect that the transformer must be deenergized before operating the tap changer as required in Section 3.3 of ANSI C57.12.26.
Taps shall be provided on the higher voltage of dual voltage primary units.
Winding Temperature
a.
The average winding temperature rise above ambient temperature, when tested at the
transformer rating, shall not exceed 65 deg C
Impedance
a.
The percent impedance voltage, as measured on the rated voltage connection, shall be as
follows:
a.)
At 1000 to 5000 kVA, < 150kV BIL, 5.75% Impedance
b.
For target impedances, the tolerance on the impedance shall be +/- 7.5% of nominal value
for impedance values greater than 2.5%. The tolerance on the impedance shall be +/10.0% for impedance values less than or equal to 2.5%.
High Voltage Bushings And Terminals
1.
Bushing Style:
a.
The high voltage bushing shall be a 600A Deadbreak Primary One-Piece Bushing
externally removable, 3ø rated, integral design. 900 A can also be achieved using copper
conductors.

Bushing Configuration –
b.
35 KV Radial Feed Deadfront: The transformer shall be provided with three (3) high
voltage bushings in accordance with Figure 4b specific dimensions of ANSI C57.12.34 for radial feed
configurations. The bushing heights shall be in accordance with Figure 6 specific dimensions of ANSI
C57.12.34

Secondary Voltage Bushings And Terminals
1.
Bushing Style:
a.
For Voltages greater than 700 Volts:
1.)
Refer to Section 2.1.A for the bushing type.
2.
Bushing Configuration:
a.
The transformer shall be provided with bushings in a staggered arrangement in accordance
with ANSI C57.12.34.
B.
Transformer Protection And Switching
1.
Overcurrent Protection:
a.
The high-voltage overcurrent protection scheme provided with the transformer shall be
a three-phase trip Magnex® Interrupter. This externally resettable device may also be used as an on-
off switch. The three-phase Magnex® Interrupter shall be in series with ELSP under-oil partial-range
current-limiting back-up fuses with an interrupting rating of 50,000 A
C.
Overvoltage Protection:
1.
The overvoltage protection scheme provided with the transformer shall protect the high voltage
winding.
D.
Internally mounted, Distribution Class MOV under-oil surge arresters shall be supplied.
E.
Three (3) disconnect switches shall be included to disconnect the under-oil arresters from ground for
transformer testing.
1.2
GENERAL DESIGN
A.
Core and coil
1.
The core and coil shall be vacuum processed to ensure maximum penetration of insulating fluid
into the coil insulation system. While under vacuum, the windings will be energized to heat the
coils and drive out moisture, and the transformer will be filled with preheated filtered degassed
insulating fluid. The core shall be manufactured from burr-free, grain-oriented silicon steel and
shall be precisely stacked to eliminate gaps in the corner joints. The coil shall be insulated with
B-stage, epoxy coated, diamond pattern, insulating paper, which shall be thermally cured under
pressure to ensure proper bonding of conductor and paper.

The dielectric coolant shall be highly refined Type II inhibited new mineral oil and meet
the minimum requirements as specified in Table 1, “Functional Property Requirements,”
of ASTM D3487 and ANSI C57.106
Tank and Cabinet Enclosure
1.
The tank and Cabinet enclosure shall meet the following requirements.
a.
The high-voltage and low-voltage compartments, separated by a metal barrier, shall be
located side-by-side on one side of the transformer tank. When viewed from the front, the
low-voltage compartment shall be on the right. Each compartment shall have a door that
is constructed so as to provide access to the high-voltage compartment only after the door
to the low-voltage compartment has been opened. There shall be one or more additional
fastening devices that must be removed before the high-voltage door can be opened.
Where the low-voltage compartment door is of a flat panel design, the compartment door
shall have three-point latching with a handle provided for a locking device. Hinge pins and
associated barrels shall be constructed of corrosion-resistant material, passivated AISI
Type 304 or the equivalent.
b.
A recessed, captive, penta-head bolt that meets the dimensions per ANSI C57.12.28 shall
secure all access doors.
c.
The enclosure integrity of the tank and cabinet shall meet the requirements for tamper
resistance set forth in ANSI C57.12.28 including but not limited to the pry test, pull test,
and wire probe test.
d.
The compartment depth shall be in accordance with C57.12.34, unless additional depth is
specified.
e.
The tank base must be designed to allow skidding or rolling in any direction. Lifting
provisions shall consist of four lifting lugs welded to the tank.
f.
The tank shall be constructed to withstand 7 psi without permanent deformation, and 15
psi without rupture. The tank shall include a 15 psig pressure relief valve with a minimum
flow rate of 35 SCFM.
g.
The tank and cabinet coating shall meet all the requirements of ANSI C57.12.28 including:

The exterior of the unit shall be painted ANSI Bell Green color. The cabinet interior and
tank face shall be painted gray for ease of viewing the inside the compartment.
The tank shall be complete with an anodized aluminum laser engraved nameplate. This
nameplate shall meet Nameplate B per ANSI C57.12.00.
Units 1000 kVA and below shall be palletized. Units 1500 kVA and larger shall be loaded and unloaded
with overhead cranes, so a pallet is not to be provided for these transformers.
TESTING & TOLERANCES
A.
All units shall be tested for the following:
1.
No-Load 85 deg. C losses at rated current
2.
Total (85 deg. C) losses at rated current
3.
Percent Impedance (85 deg. C) at rated current
4.
Excitation current (100% voltage) test
5.
Winding resistance measurement tests
6.
Ratio tests using all tap settings
7.
Polarity and phase relation tests
8.
Induced potential tests
9.
Full wave and reduced wave impulse test
B.
Certification
1.
The manufacturer shall provide certification upon request for all design and other tests listed in
C57.12.00, including verification that the design has passed short circuit criteria per ANSI
C57.12.00 and C57.12.90.
C.
Evaluated Losses
1.
The no-load losses of a transformer shall not exceed the specified no-load losses by more than
10%, and the total losses of the transformer shall not exceed the specified total losses by more
than 6%.
PART- 4 OPTIONAL PROPOSAL
4.1 Remanufactured option
A. Option to submit proposal for a remanufactured transformer with the above specifications.
1. Any deviation from the above specifications shall be noted in BIDDERS COMMENTS OR
EXCEPTIONS.
