Implementation Guidelines on Restriction of Infectious Tuberculosis Patients from Boarding Public Aircraft for Going Abroad Announced by the Department of Health, the Executive Yuan, on August 28, 2007, under Shu-Shou-Chi Order No. 0960000725; effective on September 1, 2007. Amended and announced by the Department of Health, the Executive Yuan, on September 16, 2009, under Shu-Shou-Chi Order No. 0980000584, regulations of Point Four and Attachments 3, 4, and 5, effective on October 1, 2009 Amended and announced by the Ministry of Health and Welfare, on August 30, 2013, under Bu-Shou-Chi Order No. 1020303095, regulations of Point 1, Point 5 and Attachments 2 and 4, effective on September 1, 2013 Amended and announced by the Ministry of Health and Welfare, on May 19, 2014, under Bu-Shou-Chi Order No. 1030300501, regulations of Point 5 and Attachments 1, 2 and 3, effective on June 1, 2014 Amended and announced by the Ministry of Health and Welfare, on August 21, 2015, under Bu-Shou-Chi Order No. 1040300879, effective on the day of promulgation 1. The Ministry of Health and Welfare, in order to enforce regulations of Subparagraph 5, Paragraph 1 of Article 58 of the Communicable Disease Control Act to restrict infectious tuberculosis patients from boarding public aircraft for going abroad (leaving the border), has specifically formulated this set of Guidelines. 2. The targets restricted by this set of Guidelines are those listed for management in the national tuberculosis patient information databases, and with one of the following conditions: 1) Category A: tuberculosis patients with positive sputum acid-fast stained smear examination; 2) Category B: infectious multidrug-resistant tuberculosis (MDR-TB) patients; 3) Category C: chronic tuberculosis cases. 3. Conditions of restriction of this set of Guidelines are as follows: 1) Category A: patients are barred from boarding public aircraft for one-way flight exceeding eight hours and going abroad or leaving the border (Attachment 1). 2) Category B and C: patients are completely barred from boarding public aircraft for going abroad or leaving the border. 4. For the following conditions, restrictions may be removed: 1) Category A: patients who have been on the DOTs program for 14 days or with evidence to prove that they are free from the infection; 2) Category B: patients who are proved to be culture-negative. 3) Category C: patients who are proved to be culture-negative throughout the 2-year follow-up period and have completed the required management procedures. 5. Operational procedures (Attachment 2): 1) Local competent authorities, on visits for case management, shall issue to restricted targets notice of restriction of infectious tuberculosis patients from boarding public aircraft for going abroad or leaving the border (Attachment 3) and ask them to sign the receipt (if refused, note refusal). 2) The Centers for Disease Control of the Ministry of Health and Welfare (hereafter referred to as the CDC) shall provide information files of restricted targets and compile and input each day at fixed time to the information system of the National Immigration Agency of the Ministry of the Interior. 3) The restricted targets shall be cross-checked at the arrivals and departures, and the list shall be input to system of the CDC every day. 4) When the restricted targets are confirmed without error by personnel of the CDC, they shall inform local competent authority to dispose according to law and do evaluation of mandatory isolation according to practical situation of patients. Information of patients is put in the database of the CDC Public health system District nurses home-visit and hand over notice of restriction from going abroad (leaving the border); education is performed through various channels such as medical care institutions, mass media, airline companies and travel agents. Information of patients is transferred by batch every morning at 2:00 to the security check information system of the National Immigration Agency; infectious tuberculosis patients and multidrug-resistant tuberculosis patients are noted separately. yes Upon departure, the information system matches and makes judgment. Currently, effective drugs are available for tuberculosis; the disease can be cured by regular medication. When the sputum of tuberculosis patient is laboratory-tested positive, the patient is infectious. To protect your health and that of others, we request that you self-monitor your health status in accordance with regulations of Subparagraph 5, Paragraph 1 of Article 58 of the Communicable Disease Control Act to suspend your departure from border. It is hereby regulated that: 1. By your current disease conditions, the regulations of the government are that□Category A patients are barred from boarding public aircraft for one-way flight exceeding eight hours (inclusive); □Category B patients are completely barred from boarding any aircraft of any flight duration; □Category C patients are completely barred from boarding any aircraft of any flight duration. 2. For those who meet conditions of removal, the system will automatically remove their restriction: □Category A: patients who have been on the DOTs program for 14 days or with evidence to prove that they are free from the infection. □Category B: patients who are proved to be culture-negative. □Category C: patients who are proved to be culture-negative throughout the 2-year follow-up period and have completed the required management procedures. 3. For inquiries as to whether you are currently under restriction, contact your district liaison officer. 4. If the fact that restricted targets going abroad or leaving the border is confirmed, violators could be disposed directly according to Communicable Disease Control Act, and evaluated for mandatory isolation according to practical situation.
