Dear members of commission, today I would like to represent to you my graduation paper entitled: “The phenomenon of bureaucracy”. My work is devoted to the multitude of scientific views concerning the phenomenon of bureaucracy in management sphere and the comparative empirical study of the public service attractiveness for student-managers and students of a computer specialization (computer science/ technology, information technology??). Nowadays the significance of sociological research of bureaucracy is obvious. The necessity of sociological information about (concerning, on?) this problem is determined not only by theoretical reasons but by their practical significance and the urgent need for recommendations for conducting the effective reformation and the estimation of its social potentiality. The theme of my graduation paper is significant because the problem of bureaucracy represents scientific and social interest, especially in crisis and turning points or the radical political system restructuring . The particular relevance of the investigated issues in particular consists in the reorganization of political and social institutions to create legal state and civil society. The focal point of the annual President's message to the Federal Assembly in 2008 is to concentrate on the solution of the most important problems of the country and one of them is to restrain the process of strengthening and expansion of bureaucracy. However in case of red tape the following questions arise: Does bureaucracy represent the dysfunction of a society which is necessary to uproot by all means? Is it possible to uproot this in abstracto? Bureaucracy as social phenomenon is treated ambiguously: some researchers tend to consider the issue essentially taking into account only its dysfunctions (Karl Marx). Others highlight the main advantages of this mechanism (Max Weber). This theme was also elaborated by Adizes I., Bitem D., Bruder V., Merton R., Mises, L. etc. The object of my graduation work is bureaucracy as a significant social phenomenon of the contemporary society. The subject matter is specific features of sociological analysis both on the levels of theory and practice. The aim of the graduation paper is the arrangement of sociological “component” of bureaucracy and the empirical study. In accordance with the aim the following issues are addressed: to present the bureaucracy definition and different approaches to its study; to define the peculiarities of bureaucracy in the modern society; to consider its main functions and dysfunctions; to evaluate the degree of its influence on the functioning of society; to carry out the individual empirical research to reveal the attractiveness of public service for students; In compliance with the aim the graduation paper consists of the introduction, three chapters, the conclusion, the reference list and the supplement. The first chapter touches upon the main definitions of bureaucracy from the position of sociologists who studied this issue, the consideration of bureaucracy advantages (such as specialization and division of responsibilities; vertical hierarchy; precise rules; principle of anonymity and the (?) high level of bureaucrats proficiency) and disadvantages. The second part is devoted to the possible functions and dysfunctions of modern bureaucracy. The main dysfunctions are: The problem of the alienation of bureaucracy from the person. The tendency to unlimited expansion of the bureaucratic mechanism. As a result, the bureaucratic organization can already function irrespective of earlierly defined goals and, moreover, independent of their (them?), formulate new ones, actual purposes. (Independent goal-setting and self-preservation). The formalism. For example, among bureaucrats there is the modern principle CYA - Cover Your Ass. Multidirectional, and frequently opposite activity vectors of separate structural divisions of the integrated organization. The tendency to the transformation of bureaucracy into an exclusive stratum of society. And furthermore the isolation of managers stratum, the low degree of entry to it and, furthermore, the high level of corruption. Taking into consideration all the depravities of current system no one could offer an alternative version of organization with management principles and the optimal control that is more effective than bureaucracy. Moreover, some researchers define the occurrence of negative bureaucracy effects not in the system itself, but in the political institutes under which it operates. And the third chapter deals with the practical part of my work where I carry out the comparative empirical study of the public service attractiveness for student-managers and students of a computer specialization. The conclusion summarizes the results of the graduation paper as a whole. And I would like to stress that in the contemporary society bureaucracy plays an important role that is likely to change over time. Therefore, this work might be continued in the future.
