TERMS OF REFERENCE FORMULATION OF GREEN CLIMATE FUND PROPOSAL OCTOBER 2016 – Belize Location : Time frame: Type of Contract : Languages Required : Expected Duration of Assignment : Belmopan, BELIZE October-November 2016 Individual Contract (IC) English 30 working days Background The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 170 countries and territories, working with governments and people on their own solutions to global and national development challenges to help empower lives and build resilient nations. UNDP has supported Belize’s natural resource development pathway for three decades, based on a sustainable natural resource-based economic model anchored in the key sectors: tourism, small farming, forestry and fishing. The country’s management of its natural resource base is structured by legislative and regulatory frameworks, locally adapted strategies and diverse partnership networks, which are innovative and highly effective at environmental management and conservation of biodiversity. Many of these policies and programs can be considered best practices to be transferred via south-south collaboration. The country’s new Growth and Sustainable Development Strategy, drafted with UNDP technical assistance, explicitly considers for the first time poverty and environmental linkages within medium and long term planning and policy making. To support that Strategy, UNDP will promote programming and policies which acknowledge and leverage gender-specific relationships to natural resource use and management, such as different types of traditional knowledge held by women and men, and gender-differentiated livelihoods and subsistence Page 1 of 3 practices in fisheries, farming and forests. As men currently dominate cash crops and resource ownership, UNDP will seek opportunities to empower women collectively and under ongoing initiatives to gain new technical skills and income sources in these sectors. Belize’s natural assets contribute to a sense of national identity, and have extraordinary economic and social importance. Belize is classified as an upper middle income country with a GDP per capita (PPP) of US$8486 in 2014. Tourism, agriculture and fishery are the basis of its economic growth, and depend on sustainable use of natural resources1. In 2014, Belize’s service sector tied to the tourism industry accounted for 54% of GDP, while the agricultural sector accounted for 13%. Due in part to this high GDP reliance on natural capital, and concentration of the population (52%) and business centers along the coast, Belize is designated as highly vulnerable to climate change. In recent decades, climate-related disasters have unleashed extensive damages on Belize’s critical infrastructure and agriculture. The fiscal impacts of disasters have required significant capital expenditures to repair and rebuild damaged infrastructure, resulting in frequent budgetary deficits2. UNDP will support improved disaster resilience by facilitating community-level disaster preparedness and investment in small local infrastructure projects to minimize climate risk impacts, as well as support to agriculture sector for climate resistant crops better able to withstand flooding, drought, and saline intrusion. UNDP is one of only three international/regional bodies to sit as a member of Belize’s National Climate Change Committee (BNCCC), which was established to provide expert direction for climate change mitigation and adaptation processes in Belize. UNDP’s participation in the BNCCC positions the organization to meaningfully contribute to national dialogue and decision making processes. To advance the country’s work on natural resource management, the Prime Minister has determined that the country should pursue funding opportunities under the new Green Climate Fund. After careful consideration, UNDP has been selected as Implementing Agency, and requested to facilitate development of a medium-level project for submission to GCF. Most likely, the proposal will consist of programme integrating NDC targets from various sectors. Objective: The overall objective is to prepare a well-elaborated Project Proposal Grant submission for a medium size project under Green Climate Fund for Belize, to submit preferably to the December 2016 GCF Board meeting in Samoa. The specific tasks include: 1. Conduct internal consultations with government Ministry partners and UNDP staff to discuss and determine optimal focus and content of the GCF submission 2. Integrate inputs provided into a Project Preparation Grant (PPG) proposal aiming at a medium-sized GCF proposal, seeking and elaborating additional information and analysis, as needed 3.
