POSITION: EQUIPMENT OPERATOR I
DEPARTMENT: STREET
JOB DESCRIPTION
Full Time
(40 hours/week with occasional overtime)
PAY RANGE:9.00-9.50/hr.
FLSA: NON-EXEMPT
GENERAL DEFINITION: General Road Maintenance: Operates heavy equipment,
maintains equipment, and performs construction and maintenance of City streets,
sidewalks and related infrastructure. Must maintain an awareness of street infrastructure
and communicate/report potential issues to management. Performs related work within
the Public Works Department as required, including snow removal, flood control, general
park and water system repairs, arbor care, irrigation system and landscape strip or alley
maintenance. Is required to respond during emergencies and take on-call shifts as
assigned during weekends and holidays.
SUPERVISION RECEIVED: Work is performed under the general supervision of the
designated supervisor.
SUPERVISION EXCERCISED: None
ESSENTIAL DUTIES and RESPONSIBILITIES include the following, as well as other
duties as assigned.










Works under the direction of the Streets Superintendent or designee.
Works on projects such as but not limited to street maintenance, chip seal
projects, sidewalk repair, gravel or fill hauling, building maintenance, tree
pruning, weed control, right-of-way mowing, curb maintenance and painting, road
striping, installing signage, installing banners.
Operate equipment used in road maintenance.
Has operating knowledge of hand tools and heavy equipment used within the
Street Dept.; or the ability to learn.
Responsible for assuring that all Street Department equipment is operated in a
safe and efficient manner.
Communicates operating conditions of City equipment to supervisor.
Is expected to work odd hours including imminent on call duties and on holidays
as the job duties require or as requested by the management.
Assist other departments and work on special projects; re-solder system repairs;
replace pavement or sidewalk and level trench lines.
Make water taps; dig trenches or holes; assist heavy equipment operator to open
hole; drill hole using tapping machine; cut and finish pipe; backfill.
Replace or install water meters; dig out meters using pick, shovel, jackhammer;
move dirt, debris and rocks; replace or install meter, backfill, re-cement.






Unclog sewers using hydro-jets, routers; uncover pipes, couplings and
connections; repair pipe and service leaks, backfill pipe.
Patch potholes using shovel, tamper, level loop and oil sprayer.
Make cut-outs using jack hammer, shovel, tamper, level loop and oil sprayer.
Make drive way tie-ins
Load asphalt, clean the trucks, maintain fluid and gas levels in trucks.
Flag traffic as necessary
PHYSICAL DEMANDS: includes the following:









Walking/Standing – to patch holes, make cut-outs, and make driveway tie-ins
using shovel, tamper, level loop and oil sprayer; clean the trucks and flag traffic.
Handling – Operate the tamper, use the shovel, level loop and oil sprayer,
chainsaw. Untie the tarp and fold it to load asphalt, guide the spray wand while
cleaning truck, write nightly reports.
Lifting – Bar to load asphalt, 2-26 lbs; shovel to carry loose asphalt and spray
wand to clean the truck, 31 lbs; tamper and jackhammer- 60-100lbs.
Carrying – Asphalt in shovel, 22-26 lbs; soap canister, up to 31 lbs
Bending – To use the level loop, tamper, jack hammer and oil sprayer; to
remove the bar while loading asphalt.
Twisting – To use the shovel and put the asphalt to the side and in bins.
Vision – To drive pothole patching truck and write reports.
Climbing – Into and out of the truck.
Pushing/Pulling/Reaching – To pull up jack hammer, level asphalt, load truck.
Level loop to level asphalt, the tamper to tamp asphalt, push on brake, 20lbs of
exertion.
MACHINES, TOOLS, EQUIPMENT AND WORK AIDES: Shovel, pick, hydraulic and air
jack hammer, tamper, level loop, motorized tamper, chainsaw, small ½ ton roller,
sprayers.
ENVIRONMENTAL FACTORS: Ability to work in inclement weather, including extreme
heat and humidity at or near 100% during certain times of the year. Hot asphalt is 180 –
200 degrees, as well as freezing temperatures and below. Vibration of hands, arms,
shoulders, back when operating jack hammer and tampers, in a very high noise level.
PROTECTIVE EQUIPMENT REQUIRED: Leather boots, hard hat, special clothing,
gloves, eye protection, ear protection and safety vests.
NON-PHYSICAL DEMANDS: Working closely with others as a member of the team,
while working in a very noisy distracting environment. Performing multiple tasks may be
necessary as well as working on very tedious and physically exhausting projects.
JOB REQUIREMENTS:
 High School Diploma or GED
 6 months experience in the same job field preferred.
 Valid Texas Drivers License, with at least Class B – CDL Driver’s license. Class
A preferred. Also, preferably a Defensive Driving Certificate.
 Experience in forming and laying concrete.
SKILLS: Reading and writing to be able to follow written orders, complete nightly
reports. Should have the ability to read and follow street maps and street signs, as well
as the capability to follow specific directions and instructions.
CRIMINAL HISTORY, DRUG TEST and DRIVER'S LICENSE CHECK
REQUIRED. City of Jacksonville conducts RANDOM DRUG tests
