Although the coalition has a comfortable majority, holding 52 out of 90 parliamentary seats, it has struggled in its first year and a half in office and is politically fragile. The main potential stumbling blocks are its contentious privatisation and fiscal consolidations programmes. The government is focused on reducing the budget deficit, which ballooned in the wake of the global crisis of 2008-09, and the country's bank recapitalisation in late 2013. Slovenia looks set to exit the EU's Excessive Deficit Procedure this year but will continue to be monitored closely by the European Commission. The budget deficit was equal to 3% of GDP in 2015, falling from 5% a year earlier. The Economist Intelligence Unit expects the deficit to contract slowly throughout the forecast period, to 1.7% of GDP in 2020, as the government struggles to cut spending. Slovenia will gradually adopt a more open stance towards foreign investment. Although the sale of two large state-owned companies fell through in mid-2015, the privatisation process continues. However, given the likelihood of opposition from vested interests and a divided coalition, progress will probably be slow.
