Member WTO Since 2013, Lao PDR established commercial
agreements with 39 countries and Investment Treaties with 27
nations.
II. Lao National Chamber of Commerce
and Industry (LNCCI)
• Lao National Chamber of Commerce and Industry (LNCCI) established in 1989
is an independent body which represents the business community in Lao PDR.
• It is the nexus between state and private enterprises and represents the employers in
Lao PDR
• It currently has more than 3000 members represented through Chambers of
Commerce in 15 provinces, 26 Business Group/Associations and 9 Foreign CCI in
Laos. That makes LNCCI the largest and most representative business community
in Lao PDR

• LNCCI is issuing 7 types of Certificate of Origin such as: C.O Form (Yellow and White), ASEANKorea (Form AK), ASEAN-Japan (Form AJ), C.O Korea, ASEAN Austria-Newzeland (Form
AANZ), ASEAN China (Form E) and C.o China (SPT)

III. How to maximize the utilization of APTA?
• Lao is member of APTA since 1975 – One member in the Six Country
• The APTA is the platform to links three major economics of Asia namely China,
India and Republic of Korea – Provides preferential market access to one of the
largest market in the world.
• Create the network though the APTA as linking to the Participating States in order
to implement the Framework Agreements on the trade facilitation, investment and
Service more efficient and has a greater opportunity to explore its export market
with APTA members.
• Getting the support from APTA members and ESCAP Secretariat in order to in
enhance the capacity building and trade facilitation.

IV. The Stage of Lao PDR on preferential trade
data and to facilitate the electronic CoO
• Lao PDR is in the stage of study on implementing the electronic Certificate
of Origin
• Planned to organize the technical team to visiting the neighboring countries
for those country has already implement the electronic Certificate of Origin
in order to exchange the view and experience

• Lao National Chamber of Commerce and Industry (LNCCI) will support every
activities of government on the process of preferential trade data and facilitate the
electronic CoO
• LNCCI will cooperate with trade association/business sectors to gathering the idea
in order to provide information to implementing the process trade facilitation which
Government has been negotiation and agreed based on the agreement.
• LNCCI will cooperate with Participate State and International body as APTA
Secretary for enhancing the technical training

VI. Future road map of APTA to implement
the issuance of electronic Certificate of Origin
• LNCCI will be fully support implementation activities of government by getting involve on
sharing the idea and information in order to articulate the private needs to the government.
• LNCCI will collaborate with the government to develop the electronic Certificate of Origin
system which will have a greatly increase efficiency of procedure.
• LNCCI should collaborate with the government and international body for getting support
on establish the Pilot Model to study possibility of implementing the issuance of electronic
Certificate of Origin
• LNCCI will collaborate with the government, participate state and international body in
supporting the technical training course and organize a seminar to business people for
making awareness on the APTA document.
