President Medvedev in his address to the Federal Assembly of the Russian Federation defined the development of energy efficiency as one of the priority direction of the modernization of the Russian economy. Notion “renewable energy sources” is formalized in legislation, energy sources that are classified as “renewable” are defined by the Government. The mail principles of the RES support are stipulated. June 2008 – Government Decree No. 889 “On some measures on energy efficiency and ecological efficiency of the Russian economy” foresees that by development of the budgetary policy for the following years budgetary provisions for state support of RES should be envisaged. January 2009 – Resolution of the Government of the Russian Federation № 1-р “On the guidelines of the government policy for enhancing energy efficiency of renewables-based electricity for the period up to 2020” implies the increase of renewable energy sources share to 4.5% by 2020. November 2009 – Federal Law No. 261-FZ “On Energy Saving and Energy Efficiency Improvement“ is aimed at setting up a legal environment to promote energy efficiency in the Russian Federation. Federal Law No. 261 foresees increase of the number of generating facilities using RES, particularly inclusion of measures on increasing the number such generating facilities in Regional Programs on Energy Saving and Energy Efficiency Improvement. Ensuring of the State Program implementation. 14 The main principles of international cooperation to ensure global energy security reflected in St. Petersburg Plan of Action on Global Energy Security, 2006 • • • • • • • • • • strong economic growth, effective market access, and investment in all stages of the energy supply chain; open, transparent, efficient and competitive markets for energy production, supply, use, transmission and transit services as a key to global energy security; transparent, equitable, stable and effective legal and regulatory frameworks, including the obligation to uphold contracts, to generate sufficient, sustainable international investments upstream and downstream; enhanced dialogue on relevant stakeholders' perspectives on growing interdependence, security of supply and demand issues; diversification of energy supply and demand, energy sources, geographical and sectoral markets, transportation routes and means of transport; promotion of energy saving and energy efficiency measures through initiatives on both national and international levels; environmentally sound development and use of energy; promotion of transparency and good governance in the energy sector to discourage corruption; cooperative energy emergency response, including coordinated planning of strategic stocks; safeguarding critical energy infrastructure. 15 We reaffirm our commitment to enhance energy security through actions in the following key areas: • increasing transparency, predictability and stability of energy markets; • improving the investment climate in the energy sector; • enhancing energy efficiency and energy saving; • diversification of energy mix; • ensuring physical security of critical energy infrastructure; • strengthening regional cooperation in the field of energy security and sustainable use of energy; • addressing climate change and sustainable development. 16 Draft Convention on Ensuring International Energy Security 2009 Initiative The draft Convention on Ensuring International Energy Security has been elaborated by Russian experts as a development of the ideas, laid down in the Conceptual Approach to the New Legal Framework for Energy Cooperation, put forward by the President of the Russian Federation Dmitry Medvedev in April 2009. 17 Draft Convention on Ensuring International Energy Security Concept The Convention was designed as an international legally binding framework aimed to become an essential element of the new comprehensive system of ensuring energy security 18 Draft Convention on Ensuring International Energy Security Purpose: “…to lay down principles and minimal legally binding requirements for the Parties and to create a basis for elaborating detailed rules of the long-term international energy cooperation aimed at ensuring international energy security on the grounds of taking into account interests of all participants of the world energy supply system” 19 Draft Convention on Ensuring International Energy Security The Scope: •General principles of cooperation •Intentions of the Parties •Promotion and Protection of Investments •Trade in Energy Materials and Products •Transit of Energy Materials and Products •Environmental protection •Dispute settlement 20 Draft Convention on Ensuring International Energy Security Basic Elements: • • • • • Sovereignty over energy resources Stability and predictability of energy markets Construction of spare capacities Assets exchange principle Ensuring physical security of vital energy infrastructure • Actions in emergency situations • Transit commitments 21 Draft Convention on Ensuring International Energy Security Invitation to Discussion: • Based on the UN principles and commitments on sustainable energy development with due respect of interests of exporters, importers and transit countries Convention on Ensuring International Energy Security would be the relevant instrument to strengthen cooperation in the region of East and North-East Asia and to address the emerging energy challenges. • Russian Federation reiterates its proposal to the international community to start the active discussion of the Draft Convention. 22 THANK YOU FOR YOUR ATTENTION!
