Exchange rate: USD 1 = 1275,98 soums (October 2, 2007) GDP growth : 7,7% (2004), 7,0% (2005), 7,3%(2006), 9,7% (1st half of 2007) Country Report on PPP in Uzbekistan In 2007 UNDP in Uzbekistan prepared a Report “Private Public Partnership in Uzbekistan: opportunities, problems and ways of implementation” - analysis of current situation of PPP in Uzbekistan, legal and institutional frameworks - policy recommendations on promoting PPP in Uzbekistan Infrastructure: current status Investments into energy, and transport and communication sectors are respectively 15,5%, and 26,2% of total investments in 2006. Economic growth (annual GDP growth of more than 7%) and private sector development (78,8% of GDP in 2006) and favorable market conjuncture led to burdening infrastructure capacities. Welfare improvement strategy envisaging more access of private sector and population to basic public services also demands increased requirements to infrastructure PPP in Uzbekistan: experiences According to Public-Private Infrastructure Advisory Facility (PPIAF), in Uzbekistan in 1990 – 2005 8 PPP projects have been initiated for $794 mln, in particular in telecom and water supply. - Existing PPP project, inter alia: in electricity distribution development of public transport in 5 cities of the country in improving water supply in Bukhara and Samarqand regions ($62.3 mln) in oil and gas production in cooperation with companies from Russia, China and Malaysia (product division agreements) Under review is the pilot project on gas supply to consumers Conditions for PPP in Uzbekistan directions instruments Law on concessions Important measures 1) 2) 3) Legislative base Removing limitations for local investors Indicating the objects of the concessions Extending the period from 15 to 50 years Law on natural monopolies Putting in place state regulation relationships in the sphere of natural monopolies and adjustments in price formulation Pilots Designing and Implementing 2-3 microPPP projects Conditions for PPP in Uzbekistan (cont.)
