Ms. Stephanie Madden is the Researcher and Project Coordinator for the Effective Risk
Communication project at the National Consortium for the Study of Terrorism and Responses to
Terrorism (START) funded by the Department of Homeland Security Human Factor’s/Behavioral
Sciences Division. She coordinates all portions of the project and conducts in-depth research into
current risk communication training programs in an effort to develop more effective risk
communication trainings for local leaders. Prior to working at START, Ms. Madden completed her
M.A. in communication from the University of Maryland, where her work focused on how
organizations use media to recruit and engage members in advocacy work. She also holds a B.A. in
communication studies from Vanderbilt University.
Ms. Madden is interested in attending the Emergency Management Higher Education Conference as
a way to continue to bridge the practitioner/researcher gap when it comes to emergency
management issues. Understanding ways to more effectively communicate risk and preparedness
continues to be heavily researched, but oftentimes the challenges present in executing effective
communication are not factored into academic best practices. She hopes that the conference will
serve as a way to make connections with practitioners and to learn more about the challenges that
communicators face in preparing their communities for the unknown.
