BRIEFING INVITATION
Consumers Union invites you to a briefing to learn about its new report:
“Consumer Impacts of California’s Low-Carbon Transportation Policies.”
The report, conducted by ICF International, analyzes the consumer impacts of California’s primary
policies to lower carbon emissions in the transportation sector, including: the Low Carbon Fuel
Standard, light-duty vehicle greenhouse gas standards, the Zero Emission Vehicle Program, sustainable
communities strategies (Senate Bill 375), and the AB 32 Cap-and-Trade Program.

Speakers:
Shannon Baker-Branstetter, Policy Counsel on Energy and Environment, Consumers Union. Ms.
Baker-Branstetter has expertise in California and federal policy aimed at reducing carbon and other
emissions from the transportation and electric utility sectors.
Dr. Philip Sheehy, Senior Technical Specialist, ICF International. Dr. Sheehy led the ICF team in
conducting the analysis for “Consumer Impacts of California’s Low-Carbon Transportation Policies.”
Dr. Sheehy's experience in the transportation and energy sectors focuses on the regulatory, technical,
and economic drivers for conventional and alternative fuels and advanced vehicle technologies.
Sekita Grant, Environmental Equity Legal Counsel, Greenlining Institute. Ms. Grant is part of the
Environmental Equity team, where she works to make energy and climate policies in California
equitable and beneficial to communities of color.
