Cable Stealing Causes Blackout

JAKARTA. Even there is no blackout because of power deficit; the fact is that the obstacle
faced by PLN is not only from upstream side. Recently, blackout happened several times in
Jakarta and surroundings because of loosing electricity components in PLN substations
because of stealing by irresponsible people. Such as single core cable stealing happened in
some substations in Kramat Jati, Cengkareng, Cikupa, Lenteng Agung, and Cikokol.
Single core cable is a transceiver cable which distributes current from transformer towards
Circuit Board for Low Voltage (PHBTR) which is located in every substation. PHBTR is a set of
equipment used to share current which is distributed towards consumers’ house. Principally,
single core cable is used in pair, so the distribution of current load from transformer towards
PHBTR could be stable. For many cases, single core cable stealing is done by taking one cable
from every pair which cause overheat and has to be faced by other cables. The most extreme
effect causes fire because of this overheat and finally it causes blackout.
Some single core cable stealing cases were done by cutting single core cable and change it
with twist cable whose endurance is not everlasting such as happened in Cijantung,
Cengkareng, Karawaci, and Cikupa. Because of this stealing, PLN lost Rp 209.000.000 in every
substation.
To anticipate the same cases, PLN regularly check substation once in every six months for
13.000 substations in all around Jakarta and surrounding and also install double lock in every
substation. We advice citizen suspect every person coming to substation even using uniform
and vehicle in PLN logo. Ask them the assignment letter and the identity. If they could not show
both, then report to nearest PLN office or Call 123 and temporary arrest the person. People
participation is highly hoped for goods and comfort. (AK)
