The Russian National Emblem The Russian National Emblem is the golden double-headed eagle with a horseman on a shield on the eagle breast with a red background. Above the two heads of the eagle there is a historical crown. The State Power System in the Russian Federation • Russia is a democratic federative state based on rule of law and a republican form of government. State power in Russia is exercised by the President, the Federal Assembly, the Government and the courts. • The President is at the summit of the system of state power. He ensures that all the state institutions are able to carry out their responsibilities and keeps watching over them to ensure that no institution can encroach on another's prerogatives, attempt to usurp power in the country or take over another's powers. Land Regions • Many scientists divide Russia into four zones according to soil conditions and plant life, which are based mainly on climate. From north to south, the zones are the tundra, the forest zone, the steppes, and the semi-desert and mountainous zone. • The tundra lies in the northern part of Russia. The northern part of this belt is called the taiga. • Grassy plains called steppes stretch across Russia south of the forests. • The semi-desert and mountainous zone, the southern zone in Russia, has diverse soils and climate.
