• All traffic control is applied in Japan via IP access
lists.
• Initially, access to the network was allowed on a
project-by-project basis by the APAN Resource
Allocation Committee.
• As bandwidth prices dropped and TransPAC
bandwidth increased, access was allowed on an
institution-by-institution basis, still using the
APAN Resource Allocation Committee.
