Andrea Guerrero García Project Coordinator Andrea is the Colombian Low Carbon Development Strategy (CLCDS) coordinator. Andrea worked in Colombia’s Ministry of Environment and Sustainable development for seven years, and she led the Climate Change Division, which develops climate change policy and coordinates the country’s technical position in international negotiations. She holds a MSc in Biology and a BSc in Forestry. Maria Paula Mendieta Information Specialist Maria Paula is an advisor for the Colombian Low Carbon Development Strategy (CLCDS) working on the design and implementation of the monitoring and reporting system for mitigation actions in Colombia and other technical issues. Before joining the UNDP project team Maria Paula worked for the Ministry of Environment and Sustainable Development coordinating the CLCDS and was part of the Colombian Delegation for the UNFCCC negotiations. She has a research background in agriculture, rural development and environmental impacts. She holds a Bachelor’s degree in Economics and an MSc in Agricultural Economic Oscar Beltrán CLCDS technical assitant Oscar is the technical assistant of the Colombian Low Carbon Development Strategy (CLCDS) project. He contributes with initiatives on regionalization of sectoral mitigation actions. His background is in project management, in both the public and private sectors. He holds a Bachelor’s Degree in Industrial Engineering. Diana Lugo Colombian Harvester Diana is the harvester in the Colombian Low Carbon Development Strategy – CLCDS. She has a background in estimating National Greenhouse gas emission Inventories. She also has experience in generation and analysis of indicators and management of environmental information at a national scale. Diana holds qualifications in Environmental and Sanitary Engineering. Andrea Maldonado Housing and Waste management Specialist Andrea is a technical consultant for EC LEDS program who supports to the Ministry of Housing, Cities and Territories in the Colombian Low Carbon Development Strategy (CLCDS). She has worked in the environmental field for 12 years, with experience in the private and public sectors. During the last 3 years Andrea was a professor in the Department of Environmental Engineering at “Universidad de los Andes” and worked in projects related to air quality, water and waste management. Andrea holds a Bachelor’s Degree in Chemical Engineering and an MSc in Environmental Engineering. Claudia Díaz Transport Specialist Claudia is an environmental engineer with a Masters degree in Civil Engineer in the Area of Transportation with 3 years of experience in research projects in urban transport, focusing on road safety. In January 2012, she became part of the CLCDS team through USAID’s EC LEDS program, supporting the Ministry of Transport in the development of their Sectorial Mitigation Action Plan (SMAP). Sandra López Transport Specialist Sandra has been working for the Climate Change Division of the Ministry of Environment and Sustainable Development for 6 years as an advisor of GHG emission reduction projects and policy formulation for the transport, construction, and waste management sectors. She has contributed with promoting alternatives to mitigate GHG emission among key stakeholders, representing the Ministry in different fairs relating to carbon markets and formal meetings of the Designated National Authorities of the Kyoto Protocol. She is the focal point in Colombia for the Global Methane Initiative and holds a Bachelor’s degree in Civil Engineering and an MSc in Environmental Management and Policy. Diana Carolina Barba Industry Specialist Diana has worked in the Climate Change Division of the Ministry of Environment and Sustainable Development – MADS for more than 4 years, coordinating the Technology Needs Assessment Project for Colombia and supporting identification of NAMAs and the MRV component of the CLCDS. Prior to this, she worked on reviewing and supporting industry CDM projects and voluntary carbon initiatives for three years and researching and consulting for design and operation of drinking and waste water treatment systems. She holds qualifications in Chemical Engineering and is a Masters’ candidate to Environmental Engineering. Diana Milena Rodríguez Velosa Waste Management Specialist Diana is an advisor at the Ministry of Environment and Sustainable Development in its Climate Change Division. She has worked on the CLCDS process, on the formulation of NAMAs in waste sector, and on matters related to the Designated National Authority for the Clean Development Mechanism under the Kyoto Protocol. She also serves currently as co-chair of a subcommittee of the Global Methane Initiative -GMI. Her background includes research experience on Waste of Electric and Electronic Equipment –WEEE collection schemes and quantification of its production in Colombia and on the use of biogas in waste water treatment facilities. She holds a BSc in Environmental Engineering from University of Los Andes (Colombia) and a MSc. in Environmental Sciences from ETHZurich. Eduardo José Sánchez Mining, Oil and Gas Specialist Eduardo is a consultant for the CLCDS, focusing on the mining and oil & gas sectors. He contributes with the formulation of one the CLCDS Sectorial Mitigation Action Plans (SMAP), in areas such as Coal Mine Methane, Enhanced Oil Recovery and energy efficiency issues among others. He has 14 years of experience both in the private and public sectors. During the last seven years Eduardo has worked on institutional issues and extractive industries. Eduardo holds a MSc in Geography, Specialist in Economics and a BSc in Political Science. Fanny Gómez Energy and Electricity Specialist Fanny is a climate change consultant for the development of the Colombian Low Carbon Development Strategy - CLCDS at the Ministry of Mines and Energy and another member of USAID’s EC LEDS program. Fanny is an electrical engineer and holds a Master’s Degree in renewable energy and energy markets. Her background is in energy efficiency and the Colombian electricity sector. Laura Aranguren Energy Specialist Laura works in the Climate Change Division of the Colombian Ministry of Environment and Sustainable Development as a Mitigation Advisor for the energy sector. She evaluates Colombian CDM projects and supports the establishment of mitigation actions plans in the energy sector. Her research experience has been in the impacts of renewable energy sources on power quality. Laura holds a Bachelor’s Degree in Electrical Engineering. Olga Lucía Ospina Forestry Specialist Olga is a forestry engineer of the National University of Colombia with experience on forestry policy, plans and projects in Colombia. As part of the Ministry of Environment she was involved in the formulation of the forestry national development plan, the national plan to prevent forest fires, the national plan for the restoration of affected areas, among others. As a member of the Climate Change Division mitigation group she is in charge of the revision of mitigation actions in the forestry sector. She also evaluates forestry related CDMs , and other carbon markets activities in Colombia and revising the national GHG emission inventories, carbon footprint initiatives and other compensation plans related to forestry activities that are part of the Low Carbon Development Strategy. Jhon Jaime Arias Agriculture Specialist Jaime is a consultant of USAID’s EC LEDS program supporting the CLCDS in agriculture issues. He has more than 13 years of experience in coffee crops research in Colombia, has worked on projects related to phytotecnia, entomology, physiology specifically in carbon markets and the development of methodologies for assessing the carbon balance in coffee farms. He also has experience in calculating the carbon footprint of Colombian coffee and the models development of carbon fixation balances in production systems. He worked for 5 years on greenhouse tomato crops, involving high technology and good practices in the province of Ontario, Canada. He holds a MSc in agricultural production systems and a Bachelor’s degree in Agronomy. Mario Londoño Agriculture Assistant Mario is an Environmental Biologist and a Junior Researcher in Soil Carbon Sequestration at the University of Bogotá. Mario contributes with the team in assisting the agriculture sector since he completed his professional practice at the Ministry in 2011. Mauricio Umaña CLCDS Legal Advisor Mauricio is another member of USAID’s EC LEDS program. He is the legal advisor for the Colombian Low Carbon Development Strategy (CLCDS) and the National Climate Change System (SISCLIMA), which is an interministerial commission that guides cooperative action between its members for effective climate change mitigation and adaptation. He has over seven years of experience as a lawyer for the Ministries of Environment and Sustainable Development; Agriculture and Rural Development and other public institutions. He holds a B.A. in Law and postgraduate studies in trade and corporative law. Oscar Urbina Industry and Tourism Specialist Oscar is a consultant for the Colombian Low Carbon Development Strategy - CLCDS within the Ministry of Commerce, Industry and Tourism as part of USAID’s EC LEDS program. His background is in trade facilitation, logistics and transport within the Ministry. Oscar is an Economist and holds a specialization in National and International Trade Logistics.
