SAPCC Formulation and Design
⇾ SAPCCs have been formulated on the basis of a extensive process but is still
a dynamic document
→ Additionality of actions included in the SAPCCs and the associated budgets
needs to be identified
→ Monitoring and evaluation framework including indicators to be tracked needs
to be developed
Community Participation
→ Community involvement for effective implementation of SAPCC was
highlighted
Prioritizing Actions
→ Need for sharing best practices at regional consultations among Himalayan
states in a sectoral context for prioritizing actions at the state level

Finances
→ Himalayan states offering ecosystem services and need to be adequately
compensated for the same
→ Departments at the state level have limited resources for implementing plans
→ Participating states stressed on initiation of funding for implementation of
SAPCCs
Vulnerability Assessment
→ Data needs to be made available for multiple researchers to be able to provide
alternative conclusions and thus a debated and informed decision making
process
→ Requirement to study vulnerability of the Himalayan region in a systematic
manner
→ At the same time, importance of including community perception to climate
change along with science based evidence emphasized
Observations of Participants at SAPCC Side Event
Capacity Building
→ Capacity building at various levels of the state government for effective
implementation and planning is a key focus area
→ Important for states to identify training gaps and design programmes to
address training needs
→ Funds available from DoPT may be utilized for capacity building of the state
administration on issues of climate change adaptation planning and
implementation
→ Institutional reorganization required for taking up activities for evidence based
policy development in the Himalayan region
