Main strategic objectives of
higher education (NPVŠ 2002)
• to increase the percentage of employees holding tertiary education
degrees to 25% by 2005
• 35 students per 1000 inhabitatnts, 50% of the cohort enrolled in
tertiary education
• to increase the number of study places, co-financing of part-time
studies
• to double the number of postgraduate students and graduates
• autonomous university and other higher education institutions,
decentralised higher education network
• to improve the effectiveness and efficiency of under- and
postgraduate studies
• to foster cooperation between universities and higher education
institutions with industry and close environment
• to improve and modernise scholarship schemes and students’
standard of living
• to promote international cooperation of higher education institutions
Research objectives
General objectives (Research Activities Act):
- to widen and deepen scientific findings
- to promote the application of science
- to increase the scope of research
- to educate top experts
Long-term objectives (1995 National Development
Programme):
- to increase the application of knowledge to achieve Slovenia’s
economic, social, cultural and environmental development
- to develop a solid core of researchers (5000 or 0.25% of the
population, of whom at least 3000 full-time employees with the
rank of assistant professors; 10,000 experts or 2% of all
employees to be employed in the development sector)
- long-term provision in all basic scientific disciplines
Basic research objectives

- continuous implementation of the project for the education of top
researchers
- stable funding for the purchase and maintenance of research
equipment and information infrastructure
- improved membership of the resarch sphere in international networks
- integration of the evaluation system at universities and in the science
sector into the demanding international system and the one with open
tenders
- more research activities in public and state sectors
- promotion and increase of the flow of researchers from the academic
sector to user organisations
- increased influence of the research sphere in determining the society’s
development strategy
- state support for users to increase their influence in orienting the
activities of the academic research sphere
