World Bank, Audit Bureau, National Pharmaceutical policy document, and studies
conducted during pharmaceutical sector reform indicated:
1. Increasing over all drug expenditure.
2. Fragmented public drug supply system.
3. Lack of adequate drug financing system.
4. Irrational use of drugs in public & private sector.
5. Increasing demand on health services specially on drug treatment.

•A public sector committee reviewed the regional & international pooled procurement
experience and recommended : The establishment of Joint Procurement Department.
•Joint procurement Bylaw was enacted in the year 2002.
•The Department was founded in 2004.
•Regulation, guidelines and procedures were set.
•Operations commenced at the end of 2006.
