The IP-NNI Initiative
In December 2013, the Alliance for Telecommunications Industry
Solutions (ATIS) and the SIP Forum launched a joint task force
to develop detailed specification of IP-NNI (Network-to-Network
Interface) for all North American Service Providers.
•
ATIS is a global standards development organization that develops
technical and operations standards for information, entertainment,
and communications technologies.
•
ATIS’ Packet Technology and Systems Committee (PTSC) develops
standards and technical reports related to services, architectures,
and signaling, including IP Interconnection.

How did this get started
•
Last Fall The SIP Forum and ATIS were approached by several
service providers to see if there was some way to cooperate
•
It was self evident that the Business Case for an implementable SIP
Profile of the NNI was imperative and necessary.
•
•
First the Cable, then SIP Trunking, now VoLTE
Passing Excel Spreadsheets via E-Mail will not scale
•
ATIS represents a very significant part of the Telecom industry, so
does the SIP Forum.
•
Joint agreement on a “open multi-stakeholder consensus driven
process” that any engineer in the industry could participate in.
•
The result is broad industry participation (125+) from wireline
providers (LECs, cable and broadband), wireless providers, and
vendors. All output will be freely distributed.

PROTOCOL: A Profile of SIP that addresses how SIP works “on the wire”
based on actual deployment experience.

ROUTING : Agree to methodology to translate E.164 numbers for SIP
routing data.

Similar to what the SIF Forum has done with PBX to Carrier in SIP Connect 1.1
Every instance of IP interconnection is currently a one-off, requiring a detailed
engineering analysis and often involving “protocol normalization” between
carriers. This is a huge OPEX problem.
SIP is complicated its not one comprehensive standard its 250+ with varying
interpretations.
What is the role of the Numbering Databases [LERG/NPAC] and what data
elements need to be exchanged. ENUM?
