Climate Change Agreements Guidance Note 5 – CCA Administration Charges The objective of this guidance note is to explain what administration charges are made to sites that have a CCA. Introduction The cost of administering a CCA is recovered from the owning organisations, or Operator, of each facility that is part of a CCA. Administration is undertaken by both the Environment Agency and the Sector Association; Food Storage & Distribution Federation, as part of their responsibilities under the Climate Change Agreements as shown in the diagram below. Environment Agency Fees The charges for the CCA scheme made by the Environment Agency were calculated based on the amounts they expected it to cost them to administer the scheme. These charges are set out in full in a document available on the EA website. Fees charged by the EA are currently £185 per site/facility per calendar year. This charge applies whether a facility is in a CCA for all or part of a calendar year. To simplify invoicing payment arrangements, the EA fee is collected by FSDF on behalf of the EA at the same time as collecting the FSDF annual fees. GN5, Version 2, Oct 14 Page 1 of 2 Food Storage & Distribution Federation Fees To cover the cost of all the administrative activities of the FSDF CCA, the FSDF agreed a set of charges that will be applied on a PER SITE basis. The charges include a fee to join the CCA and an annual fee to remain part of the CCA. The joining fee is invoiced when your Application Form is processed and is non-refundable. The annual fee will be invoiced when each year’s request for data is sent to each Participant. Fees have been structured on the basis of small, medium and large sites. This has been done to spread the burden of administrative costs fairly between different sizes of site and it reflects the significantly higher level of Climate Change Levy discount that larger sites will obtain. Different fee levels apply to members and non-members of the FSDF. This is to reflect the highly significant cost that has been borne by the FSDF through months of negotiations with DECC to set up the CCA. In the annual fee it reflects the on-going costs being borne by the Trade Association. Fees will increase by RPI each year and current fees are summarised in the table below.
