Michael Sanderson, Executive Director, MACo
Michael Sanderson is the Executive Director for the Maryland Association of Counties, and
helps guide that organization’s member services and policy advocacy in Annapolis. MACo
represents 24 jurisdictions on a wide range of policy issues, and provide education and training
support for county elected official and professionals. He has represented county governments
in Maryland on a wide range of fiscal and policy issues for over 20 years. Mr. Sanderson is well versed not only in local
government issues and legislative advocacy, but also the state’s budget process and taxation system.
He has worked on issues ranging from voting systems to tax sales, from liability reform to substance abuse treatment
programs, and from land preservation to tax fairness. Mr. Sanderson previously worked as professional staff to the House
of Delegates’ Ways and Means Committee, and received his degrees in Economics and Public Administration from
Syracuse University. He sits on the Board of Directors of the Local Government Insurance Trust, and has taught at Anne
Arundel County Community College’s Department of Business and Economics.
Warren G. Deschenaux, Director, Office of Policy Analysis, Dept. of Legislative Services
Warren Deschenaux has been with the Maryland General Assembly's staff for more than 25 years. He
was appointed Director of the Office of Policy Analysis in September 1997.
Previously he served as fiscal policy coordinator and managed legislative staff analysis of the executive
operating budget. His prior experience includes heading the Department's
management studies unit and various assignments as a budget analyst and program evaluator. He holds
a master’s degree in political science earned through Rutgers University's Eagleton Institute of Politics, and a law degree
from the University of Connecticut.
Darius Irani, Ph. D., Chief Economist, ESRI, Exec. Dir. ARTS, Towson University
Dr. Daraius Irani is the Chief Economist for the Regional Economics Studies Institute (RESI) as well as the
Executive Director for Applied research and Technical Services (ARTS) of Towson University.
Additionally, he also serves as the Associate Vice President of the Division of Innovation and Applied
Research (DIAR) at Towson University. During his nearly 20 year tenure at RESI, Dr. Irani has managed
and served as lead economist on a wide variety of research and analysis projects. The studies authored
by Dr. Irani range from economic impact studies of Maryland industry, sporting and entertainment events and proposed
real estate developments to studies that assess the economic impacts of proposed policy changes (i.e., tax structure
revisions, the privatization of existing state functions, the expansion of public education services, etc.). Dr. Irani has
performed this type of work for a host of public and private sector clients including: the Maryland Department of the
Environment, St. John’s Property, BP, the Comptroller of Maryland, Sempra Energy, the Maryland Department of Labor,
Licensing and Regulation, Angle Technologies, the Maryland Department of Commerce, the Michaels Company, the
Maryland-National Capital Park and Planning Commission, and Manekin, LLC, among others.
Dr. Irani also provides numerous economic presentations to organizations across Maryland. He has appeared on the
Marc Steiner show, Midday Show with Dan Rodricks, Maryland Public Television’s Business Connection, CNBC and he is
often quoted in articles published by the Maryland Daily Record, the Baltimore Business Journal, the Baltimore Sun, and
the Washington Post.
Prior to joining RESI in 1997, Dr. Irani served as the senior economist at the Santa Barbara Economic Forecasting project
where he developed county level economic forecasts for Santa Barbara County, San Luis Obispo County and Ventura
County. In addition, he co-authored several reports including an analysis of the economic contributions of Central
California’s oil and gas industry and the tourism sector. Dr. Irani received his B.A. from the University of California, San
Diego and obtained his Ph.D. and M.A. from the University of California at Santa Barbara. When not engaged in
economic research and consulting, he enjoys golfing with his wife.
Sam Maule serves as the Head of Digital at Carlisle & Gallagher Consulting Group. He joined the firm in June 2011
focusing on the Cards & Payments Community of Practice. In this role, Sam provides industry subject matter knowledge
and experience to CG’s Financial Services clients in support of projects such as Consumer and Commercial Card
portfolio management, emerging payments, Loyalty & Prepaid, and digital/mobile banking.
Sam is a sought after presenter and an active voice in the FinTech Social Media space. He has been named as one of
'Bank Innovation's' Coolest Brands (Honorable Mention) 2015, recognized by LeadTail and BrightIdea study as one of
the top ten Twitter accounts that Innovators follow (2015), recognized by Onalytica and Jay Palter as one of the Top 100

• Prior to CG, Sam held management positions with TSYS in a number of Consumer and Commercial Card roles to
include digital card management, mobile, loyalty & prepaid and consultative services. These positions were focused
both on domestic and international clients and included several years living abroad in the UK in support of the TSYS
Europe Client base.
Sam recently joined the Digital Finance Institute as the Chief Inspiration Officer (CIO) focusing on financial inclusion for
the unbanked globally.
Sam is also part of the Breaking Banks radio show / podcast team and is a recurring guest host focusing on
#FinTechforgood & #FinancialInclusion.
Sam is the creator and catalyst behind the ongoing FemTechLeader program . The series of interviews with women
leaders in technology across the globe has included interviews with executives, engineers, and start-up founders from
Google, Amazon, Twitter, Amex, DBS, Standard Charter, Lloyds, Stripe, and over 200 women leaders. The series has
been featured in American Banker , and multiple other publications.
Andrew Hartridge, Group Vice President, Chief Information Security
Officer, M&T Bank
Andrew Hartridge, Group Vice President serves as Chief Information Security Officer, forming and
executing the overall strategy for information security at M&T Bank.
Mr. Hartridge is an accomplished Information Technology Executive with in-depth knowledge of Telecommunications,
Information Security, Privacy, Operating Platforms and Emerging technologies. He has broad experience in the public and
private sectors within financial services, health-care, and manufacturing industries. Most recently his role at TISTA
Science and Technology Corporation was as Vice President of Cybersecurity Programs. In this role, Mr. Hartridge lead
the refinement of TISTAs cybersecurity strategic growth plan, and tactical implementation and execution of that plan
enabling rapid growth within the Civilian, Defense, and Commercial sectors.
Prior to this, Mr. Hartridge was the IT Technical Director (Senior Executive Service) at the US Internal Revenue Service
where he was responsible for the insertion of new technologies with particular focus on open source technologies
including the adoption of the Linux operating system in one of the world’s largest and most complex civilian information
system environments. Other roles at this agency were the Director of Cybersecurity Architecture and Implementation, and
Cybersecurity Operations where he was responsible for the confidentiality, integrity and availability of IRS electronic
systems, applications and data. In these roles, he had executive oversight of all aspects of Cybersecurity for the agency
which processes 2.3 Trillion dollars annually, and is one of the world’s top custodians of Personally Identifiable
Information. Before joining the IRS in December 2007, Mr. Hartridge was a Senior Manager at Deloitte and Touche and
had previously held technical and leadership positions at a large Midwestern Retail bank, a financial payment processor
firm, and a Midwestern health-care manufacturing company.
Andrew is a Certified Information Systems Security Professional (CISSP) and an Information Systems Security
Architecture Professional (ISSAP).
Raymond P. Bahr
Ray grew up and currently resides in Baltimore, Maryland. He is the Chief of the Stormwater Program Review
Division for Maryland Department of the Environment, where he has worked since 1992. Before that, Ray
spent several years as an environmental educator for the Chesapeake Bay Foundation in Annapolis, Maryland.
He holds a B.A. in Political Science from Gettysburg College and an M.S. in Environmental Science from
Johns Hopkins University.
JAG KHUMAN
Jag Khuman is the Director of the Maryland Water Quality Financing Administration (MWQFA) since 2004. The
MWQFA is responsible for the Water Quality Revolving Loan Fund, the Drinking Revolving Loan Fund, and the
Maryland Bay Restoration Fund, which provide environmental infrastructure financing. Mr. Khuman holds a
MBA, a M.S. in Engineering Management and a B.S. in Chemical Engineering.
