PIPELINE SYSTEM:
- Length: Crude oil pipeline Thessalonica – Skopje is 213 km long
MAJOR OIL COMPANIES:
- Retail market share: Makpetrol AD Skopje with 60% market share,
about 80 small-scale oil retailers cover 40% of the market
- Number of service stations: Makpetrol 112, others about 80
- Average yearly throughput: Makpetrol 1,0 – 1,4 million litres
LEGAL ENVIRONMENT:
- Import tax on crude oil and oil products: In the framework of the
Energy balance, which is determined by the Government the import of crude
oil and oil products is exempt from taxes. The imported quantities in surplus of
the Energy balance are subject to 20% import taxes, exception is made for the
natural gas and the liquid gas for which the tax amounts 2%.

Price control: The Government sets prices of oil products, natural gas,
electricity and geothermal water in compliance with the price-forming
methodology for certain energy types.
VAT: 18%
Excise tax: 42% - 46% for gasoline

10% for light heating oil
Certain consumers are exempted from the excise tax
- Compulsory reserves: The oil companies are not liable to form
compulsory stocks as they are held by the state.
Tax evasion – smuggling: The tax evasion and corruption are almost extinct

LIQUID FUELS QUALITY STANDARDS:
- Sulphur content: max 2% in heavy fuel oil
- Quality standards: Leaded gasoline is still being produced and consumed. At
the moment, the oil pro ducts quality standards in force are the ones which
were valid in former Yugoslavia. A Commission has been formed within the
Ministry of Economy that is to create the new standards which are to be
applied from 2005.

PROFILE OF MAKPETROL A.D. SKOPJE
OWNERSHIP STRUCTURE: Makpetrol A.D. Skopje is a joint stock company in total
private property and its stocks quote on the official market of the Macedonian Stock
Exchange in securities.
CORE BUSINESS: Wholesale and retail of petroleum products.
OTHER BUSINESS AREAS: Trading with other products (vehicles, alimentary),
hospitality industry (hotels in Mavrovo and Ohrid Lake), television etc. These activities
are organised in separate subsidiaries and participate in about 10% of the entire sales
revenue of the company.
RETAIL NETWORK: Makpetrol owns 112 gas stations.
WHOLESALE: 12 depots for petroleum products,
EMPLOYEES: around 1800 employees from which 1050 are directly involved in the oil
business.
BUSINESS AREA: All of the objects are situated on the territory of R. of Macedonia.
ANNUAL TURNOVER: 300-350.000 tons of petroleum products from which around 65%
are sold in retail sale.
AVERAGE YEARLY THROUGHPUT: The average gasoline sale on the gas stations is
around 1 million litres (1,053 million litres for 2002) and around 1,4 million litres of gas
oil (1,430 million litres for 2002).
SUPPLY SOURCES: Makpetrol is supplied with petroleum products by the Refinery OKTA
Skopje and by import mainly through Thessalonica port. The origin of the imported
petroleum products is mainly from the EU countries and from Bulgaria and Croatia.
DEVELOPMENT PLAN: The future development plan of the company is the vitalisation
and modernisation of the energetic sector, construction of several new gas stations and
liquid propane gas filling stations, and further investments in the gas pipeline system for
the enlargement of the natural gas consumption.
