The Principality of Monaco is a sovereign and independent State in the framework of the
general principals of international law and particular conventions with France. Monaco is a
constitutional and hereditary monarchy headed by a Prince. The Prince appoints the Minister
of State. The Minister of State heads the Council of Government, comprising five Counsellors
of Government (ministers) who are accountable to the Prince. In parallel, and on a number of
issues (Sovereign House, legal services, diplomatic corps, dissolution of the House), the
Prince governs by Sovereign Orders exempted from deliberations of the Council of
Government. The legislative power is also shared between the Prince and the National
Head of State
